RELEVANT PROJECT BACKGROUND The 8.44-acre site is in Jefferson County at 14082 Airport Cutoff Road. The site was previously used as a car dealership. The applicant, Modular Mini-Storage of Tualatin, Oregon, is proposing to develop the site as a U-Haul Facility. The existing 9,853 square foot building will remain. Also, the existing asphalt and a gravel parking area south of the existing building will remain. B. PROJECT DESCRIPTION The proposal includes construction of 8 structures (65,015 square feet total) for mini storage. There will also be 4 gravel parking areas for RV’s, boats, etc along with two other gravel parking areas for U-Haul vehicles to park. Access into the site is via an existing access at the south end of the site and the access will remain. Minimum Requirements #1 through #9 apply to the new hard surfaces and the disturbed area. C. FOLLOWING MINIMUM REQUIREMENTS a) Minimum Requirement #1: Preparation of Stormwater Site Plans The Stormwater Site Plans are included with the plan set. These plan shows the intent for grading and drainage of the site with existing and proposed stormwater improvements to be implemented as part of the re-development proposed with this project. b) Minimum Requirement #2: Construction Stormwater Pollution Prevention (SWPP) A Silt and Erosion Control Plan is submitted with the construction drawings that complies with SWPP requirements #1 through #13. A Stormwater Pollution Prevention Narrative is included with the submittal of this project. Silt and erosion control measures will include siltation control ditches, a series of earthen dikes and sediment traps to prevent silt laden runoff from leaving the site. This project is subject to a Construction Storwmwater General Permit from the Washington State Department of Ecology prior to any on-site activity. All clearing limits will be clearly flagged. c) Minimum Requirement #3: Source Control of Pollution There are two categories of source control BMPs, operational and structural. Operational source control BMPs are non-structural practices that prevent or reduce pollutants from entering stormwater. Examples include formation of a pollution prevention team, good PORT TOWNSEND U-HAUL J# 6589 2 | P a g e housekeeping practices, preventive maintenance procedures, spill prevention and cleanup, employee training, inspections of pollutant sources and record keeping. A Stormwater Operations and Maintenance Manual will be provided for this project with maintenance standards and record keeping checklists. d) Outfalls The site is comprised of soils that are highly infiltrative. The project is proposing to infiltrate 100% of the runoff from rooftop areas. Bioretention cells will provide stormwater management for the new asphalt surfaces. Pervious gravel parking will be provided in the southeast corner of the site, and pervious gravel will be provided for a portion of the driveways in the easterly portion of the site. There is an overflow provided for the pervious gravel and it is modeled as impervious area for purposes of the design. It will have any surface runoff directed to Bioretention #1 and Infiltration System #2. e) Minimum Requirement #5: On-site Stormwater Management The BMP’s to be considered for this site are determined for Feasibility determined by evaluation against: Design criteria, limitations and infeasibility criteria identified in each BMP in the 2012/2014 WSDOE Manual; and Competing Needs Criteria listed in Chapter 5 of Volume 5 of the 2012 WSDOE Manual. i. Lawn and Landscaped areas: · Post-Construction Soil Quality and Depth in Accordance with BMP T5.13 of Volume 5 Soil amendment will be provided for all disturbed areas to be landscaped with slopes of less than or equal to 25% in grade. The slope areas will be seeded and mulched. ii. Roofs: · Full dispersion or Full Infiltration: Runoff from the rooftops will be directed to Infiltration System # and Infiltration System #2Rain Gardens: N/A · Downspout dispersion: N/A · Perforated stub-out connections: N/A iii. Other Hard Surfaces · Full Dispersion: Full dispersion is not feasible on this site due to project density that complies with the zoning code of the GC Zone. · Rain Gardens: The asphalt impervious surfaces in the south basin will drain to engineered bioretention cells to provide flow control and water quality mitigation. · Permeable pavement: The applicant is proposing to provide pervious gravel parking and pervious gravel driveways for areas along the east side of the new developed area. An overflow system is provided to direct runoff to Bioretenion System #1 and Infiltration System #2. · Sheet flow dispersion: Full dispersion is not feasible on this site due to project density that complies with the zoning code of the GC Zone.. Infiltration System #1 and Infiltrion System #2 The applicant is proposing to provide pervious gravel parking and pervious gravel drivways in the east side of the project. This pervious area is provided to meet the zoning code for maximum impervious area of 60% for the developed site. An overflow system is provided. PORT TOWNSEND U-HAUL J# 6589 3 | P a g e f) Minimum Requirement #6: Runoff Treatment Runoff treatment for the asphalt drive aisles in the north part of the project will have a PerkFilter™ , proprietary treatment system with GULD designation by the Washington State Department of Ecology (WSDOE). Runoff treatment for the new asphalt drive aisles in the rest of the site will be provided with bioretention an LID BMP. g) Minimum Requirement: #7: Flow Control Flow control measures for the site will be achieved through LID measures, including infiltration, pervious gravel pavement and engineered bioretention cells. h) Minimum Requirement #8 Wetland Protection Not applicable to this project. i) Minimum Requirement #9: Operation & Maintenance An O&M Manual will be provided at the end of construction and will include Record Drawings of the site. II. DESIGN STANDARDS The design standards used for this project were based on the requirements of the Jefferson County. The modeling for all drainage systems was performed using the WWHM2012, current version. The WSDOE’s 2014 WWSWMM was used for on design of all drainage systems. WSDOT was the reference for miscellaneous site and drainage improvements. III. EXISTING SITE CONDITIONS A. TOPOGRAPHY AND FEATURES . The site was cleared most likely when the car dealership was developed in the past. There is an existing building in the center of the site along west side of the lot. There is also a paved area with existing on-site parking. There is a portion of the site that has been covered with gravel in the north part of the site and throughout the central portion of the site. These areas will be re- graded for the site improvements. B. OFF-SITE DRAINAGE The northeast portion of the site is at a local high spot, however, there is some localized runoff from the adjacent properties to the north and east. These areas have significant native vegetation, and as this area has minimal rainfall, and infiltrative soils, there is no major source of runoff from upstream properties. A french drain is proposed, per the Geotechnical Engineer’s recommendations, to intercept any potential for upstream flows negatively affecting the proposed drainage/infiltration systems. C. EXISTING DRAINAGE The majority of this site will infiltrate to native soils. The off-site flows from the interceptor drain will be directed to the existing ditch along the east side of Airport Cutoff Road. Ditch flow continues south. Flow control and water quality measures, including LID infiltration and bioretention, will mitigate all impact to the downstream drainage course. SENSITIVE AREAS There are no known sensitive areas associated with this site. E. EXISTING VEGETATION The site was cleared most likely when the car dealership was developed in the past. On-site vegetation is primarily scotch broom and blackberries. F. EXISTING ON-SITE DRAINAGE PROBLEMS There are no known drainage or erosion problems associated with this site. G. EXISTING OFF-SITE DRAINAGE PROBLEMS The Geotech has recommended that an interceptor drain be placed at the eastern and northern edge of the site, to capture groundwater that may be seeping onto the site from upslope. This interceptor drain is shown on the plans. H. GENERAL SOIL AND GROUNDWATER CONDITIONS According to the USDA Natural Resources Conservation Service National Cooperative Soil Survey on site soils are classified as Hoypus gravelly sandy loam, and Hydrologic Soil Group “A”. Please refer to the Geotechnical Engineering Report for detailed information related to the on-site soils encountered during soils investigation previously provided. IV. PROPOSED SITE CONDITIONS A. PROPOSED DEVELOPMENT The existing building will remain with the existing asphalt. The existing building is 9,920 s.f., existing asphalt is 41,615 s.f. A portion of the existing gravel parking will remain, 13,424 s.f., and existing concrete 2,560 s.f. There will be no disturbance of these areas, however they are included in the impervious area to meet Jefferson County code requirements for a maximum of 60% impervious area on the property. The improvements will include: 8 new buildings totaling 65,015 s.f.; new asphalt 73,445 s.f. in area; pervious gravel parking is 52,054 s.f. in area and pervious gravel drive aisles area 29,987 s.f.; landscape area of 95373 s.f. The project will result in 205,979 s.f. of total impervious area that is 53.7% of the 368,393 s.f. parcel. POTENTIAL STORM WATER IMPACTS The development will have minimal impact as all developed impervious runoff from the site will be retained on site by various LID management techniques. C. PROPOSED PERMANENT STORM WATER MANAGEMENT Stormwater management will be provided through a variety of LID Best Management Practices. Rootop runoff will be directed to rooftop infiltration systems. Impervious asphalt surfaces will drain to engineered bioretention cells designed for flow control and water quality mitigation. V. HYDROLOGIC ANALYSIS A. NORTH ASPHALT INFILTRATION SYSTEMS The north area of impervious asphalt and rooftop runoff from buildings A -F drain toward Infiltration System #1. The infiltration system is located west of Building A in a gravel parking area. The infiltration rate of 5 inches per hour was determined based on small PIT tests conducted by the Geotechnical Engineer. This infiltration rate was provided with all correction factors determined by the Geotechnical Engineer (Terracon.) The area draining to the infiltration system is 94,414 square feet or 2.17 acres. The infiltration system consists of 414 linear feet of 60” perforated corrugated metal tank in a rock lined trench. Access risers will be placed so that tank access within the tank is no less than 50 feet from each access point. The peak stage is 4.3’, providing 0.7’ of freeboard. a. The system is designed to collect runoff from 60,806 square feet or 1.40 acres of pavement and pervious gravel overflow. The system is designed for 91% infiltration through the bioretention soil mix. A correction factor of 4 is applied to the bioretention soil mix coefficient of saturation Ksat. This number is not reflected in the WWHMM2012 Report output. The subgrade infiltration rate of 10 inches per hour has the correction factor already built in but the bioretention soil mix is the restricting factor for water quality mitigation.
