CALL TO ORDER: City of Port Townsend Mayor/Rotating Chair Sandoval called the Regular
Meeting to order after confirming there was a quorum. Also present at the meeting was
Facilitator Lizanne Coker and Jefferson County Central Services Director Mark McCauley.
REVIEW and APPROVAL of MINUTES: Member Smith made a motion to approve the
Regular Meeting Minutes of April 14, 2021 as presented. Member Cochrane seconded the
motion. The motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: There were no comments to
address.
DISCUSSION re: Review of Fund 148 and Fund 149: Central Services Director Mark
McCauley provided a finance report on Fund 148 and Fund 149.
DISCUSSION re: Shelter Team Report: Commissioner Brotherton gave a report on the recent
Washington State Capital Budget/Operating Budget and how it will benefit Jefferson County.
Mayor Sandoval reviewed how the state budget will affect the City of Port Townsend. Both
agreed to work the Rotating Chair work together for additional funds to support shelter and
infrastructure.
DISCUSSION re: Shelter Team Report: Commissioner Brotherton gave a report on the recent
meetings of the Shelter Team. Their next meeting will be on April 27, 2021.
DISCUSSION re: 2020 Grantees Update: The Task Force members heard provider reports
from Bayside Housing, the Community Build Project, Lawrence Street Apartment renovation,
American Legion Shelter, the homeless encampment at the Jefferson County Fairgrounds and
OlyCAP's rental assistance program.
DISCUSSION re: Request for Proposal (RFP) Update: Facilitator Coker provided a
presentation on the RFP process and followed up on a request to clarify the specific uses
Fund 148 and Fund 149.
FUTURE MEETINGS and AGENDA ITEMS: The Task Force members discussed local
non-profit organizations may want to request Jefferson County and the City of Port Townsend
acting as grantee agencies for Federal or State grants. The Task Force members expressed desire
for rotating providers updates at each meeting. Updates on the Interlocal Agreement between the
City and the County Reports on 500% increase in shelter. Other topics to include review of the
Task Force strategy for upcoming HB 1590 Funds, review of 5 Year Plan, Housing Report
And Coordinated entry Advisory Board (CEAB) presentation.
ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at 3:41 p.m.
