Agenda Date: June 14, 2021 Subject: BOCC Authorization and Concurrence to proceed with right-of-way acquisition for the Olympic Discovery Trail, Four Corners Road to Anderson Lake State Park segment Statement of Issue: Request for Board Authorization allowing the Department of Public Works to proceed with an administrative settlement necessary to acquire trail easement for the Olympic Discovery Trail from Mr. Et Mrs. Heroux. Analysis/Strategic Goals/Pro's Et Con's: This request is in response to the landowners counter offer of $1.28 per square foot for the loss of useable area and mitigation along the front and side of their property. The County's original offer was $0.43 per square foot based on the unit value of $18,660.00 per acre. This exceeds the Department's administrative settlement authority per established acquisition procedures. Therefore, the Department of Public Works seeks authorization from the Board to proceed with an administrative settlement not to exceed $1.28 per square foot, resulting in total compensation of $34,200.00. The Department of Public Works supports this value given that alternative trail locations present additional land acquisition challenges given the voluntary nature of the acquisitions. The administrative settlement process is in keeping with established right of way acquisition procedures approved by the Board and the Washington State Department of Transportation Resolution 05-11. Fiscal Impact/Cost Benefit Analysis: This project is on the 2021 6-Year Transportation Improvement Plan (TIP) and included in the 2021 Annual Construction Budget. The estimated acquisition cost is approximately $34,200.00, which will provide for approximately 640 linear feet of trail. Funding is provided by a Recreation and Conservation Office (RCO) grant up to the appraised value of $11,400.00, with no match requirement.
