HomeMy WebLinkAboutM052421 =t7 ttySNI NC;C°' MINUTES Jefferson County Board of Commissioners Regular Meeting — May 24, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. She announced there will be no Board of County Commissioners meeting the week of May 31, 2021. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding gun violence in the United States. • Comment regarding Consent Item No. 4 re: Cellular phone tower lease agreement, and comment regarding continued deliberations of the Animal Control Code and Parks Code. The Commissioners addressed comments and concerns raised during the Public Comment Period. Chair Dean reopened the Public Comment Period to allow for one additional comment. • Comment thanking the Commissioners for moving forward with the Port Hadlock Sewer Project. Commissioner Brotherton addressed the last comment received. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: After discussion, Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 25-21 re: Disbursement Policy for Munis Software; Repeals and Replaces Resolution No. 17-07; Jefferson County Auditor 2. AGREEMENT,Amendment No. 1 re: 2021 Lodging Tax Grant Funding; Supplemental Lodging Tax Grant Funding; In the Amount of$6,000 for a Total of$16,000; Quilcene Fair and Parade Association 3. AGREEMENT re: Affordable Housing for the 7th and Hendricks Affordable Housing Project: In the Amount of$75,000, Funding from Fund 148; Jefferson County Central Services; Olympic Community Action Programs, OlyCAP 4. AGREEMENT re: Land Lease for Cell Tower at the Jefferson County Fairgrounds; In the Amount of$14,400 for the first year, escalating 2.5%each year thereafter; Jefferson County Central Services; Cellco Partnership d.b.a. AGREEMENT,Amendment No. 2 re: Community Inclusion Services; Decreased Amount of $339.06 for a Total of$8,900.94, One Unit of Billable Service will now be $49; Jefferson County Public Health; Concerned Citizens 10. AGREEMENT re: Conservation Futures to Implement the Serendipity Farm Project; In the Amount of$106,600; Jefferson County Public Health; Jefferson Land Trust 11. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Library Board of Trustees; Five (5) year Term to Expire May 2025; Michael Kubec 15. ADVISORY BOARD APPOINTMENT re: Clean Water District Advisory Council; Ongoing Term; Jefferson County Conservation District Representative, Joe Holtrop 16. DELEGATION OF AUTHORITY re: Interim County Administrator to Sign a Professional Service Agreement for Appraisal Services 17. MINUTES re: Regular Meeting of May 17, 2021 and Special Meeting Minutes of May 17, 2021 (WSAC Virtual Assembly) 18. Payment of Jefferson County Vouchers/Warrants Dated May 17, 2021 Totaling $599,232.84 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. CONTINUED DELIBERATIONS re: Animal Control Code Update: Deputy Prosecuting Attorney Randon Draper reviewed the incorporated edits to the proposed Animal Control Code Update. Commissioner Brotherton moved to adopt ORDINANCE NO. 02-0524-21 re: Animal Control Code Update, with amendments mentioned today. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 2 Commissioners Meeting Minutes of May 24, 2021 CONTINUED DELIBERATIONS re: Parks and Recreation Code Update: The Commissioners continued deliberations on the Parks and Recreation Code Update. After deliberations, the Commissioners agreed to have staff incorporate edits as discussed, and bring forward a revised ordinance for final approval during the afternoon session. DISCUSSION re: Department of Community Development(DCD) Fiscal Year 2021-2022 Long Range Work Program: DCD Interim Director Austin Watkins and Interim Planning Manager David Wayne Johnson were present to discuss the proposed Long-Range Work Program for 22 0 1-2022 and answered questions posedby the Board. After discussion, Commissioner Brotherton moved to direct DCD to initiate the code revisions in both the"Transient Housing Code Revisions"and "Legal Lot of Record Code Revisions"Work Plan. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners continued discussing recent meetings they attended, and reviewed upcoming meetings. Commissioner Brotherton provided a presentation on the Code Compliance Amnesty Program. The meeting was recessed at 12:00 p.m. and reconvened at 1:31 p.m. with all three Commissioners present. WORKSHOP DISCUSSION re: Recycling Request for Proposal(RFP): Public Works Director/County Engineer Monte Reinders and Solid Waste Manager Al Cairns were present to discuss the Recycling RFP. Solid Waste Manager Cairns provided a presentation on the issues facing recycling centers across the nation and in Jefferson County. Staff is seeking to start the RFP process in June, 2021, with a contract approval by October, 2021. CONTINUED DELIBERATIONS re: Parks Code Ordinance Update: Civil Deputy Prosecuting Attorney Randon Draper reviewed the amended verbiage modifications to the ordinance as discussed during the morning deliberations. The Commissioners agreed that the edits addressed their concerns. After discussion, Commissioner Brotherton moved to adopt ORDINANCE NO. 03-0524-21 re: Parks and Recreation Code Update, as amended today. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Sales Tax; update on May 2021 figures • Subcommittee report with Human Resources Manager re: County management structure CLOSED SESSION: A Closed Session was scheduled from 3:00 p.m. to 3:45 p.m. Chair Dean announced that the Closed Session will be held from 3:05 p.m. to 3:50 p.m. with the Interim County Administrator/Central Services Director, Chief Civil Deputy Prosecuting Attorney, Human Resources Manager and Public Works Director to Discuss Labor Strategy or Position for Collective Bargaining to be taken by the governing body, Professional Negotiations, or Grievance or Mediation Proceedings, or to Review the Proposals Made in Negotiations or Proceedings while in progress not subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board resumed 3 Commissioners Meeting Minutes of May 24, 2021 the regular meeting at 3:51 p.m. Chair Dean announced that the Board will be extending the Closed Session from 3:52 p.m. to 4:00 p.m. The Board concluded the Closed Session and resumed the regular meeting at 4:01 p.m. COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Continued discussion re: Subcommittee report with the Human Resources Manager • ARPA Funds; creating a framework • Manresa Castle; proposed interim worker housing • Special Meeting with the City of Port Townsend NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 4:31 p.m. until the next regular-meeting or special meeting as properly noticed.
