NOTICE IS HEREBY GIVEN that the Jefferson County Board of Commissioners is announcing the
availability of Homeless Housing and Assistance funds and Affordable Housing funds for projects and
services related to low-income and very low-income shelter and housing opportunities for people
experiencing homelessness, are at risk of homelessness, or are unable to obtain affordable housing.
A competitive Request for Proposal (RFP) Process will be used to select vendors to provide services or
housing projects that will advance homeless housing and assistance and affordable housing priorities
established by the Affordable Housing and Homeless Housing Task Force and the County and City Joint
Oversight Board.
Funding for these housing projects and services comes from recording fees. One funding stream is to
provide Homeless Housing and Assistance and the other is to provide Affordable Housing. In each
category (Homeless Housing and Assistance and Affordable Housing) the County has two types of
revenue streams:
• Sustainable revenue that is likely to continue in future years (and will be made available each
year competitively); and
• One-time cash balances that will be exhausted once spent. This is best suited for special
projects or capital needs.
The contract term for affordable housing services/projects (from Affordable Housing Funds 2060) is to
cover the period of Jan 1– December 31, 2022.
The contract term for shelter services/projects (From Homeless Housing and Assistance Funds 2163) is
to cover the period of Jan 1 – December 31, 2022.
The contract term for other (non-shelter) homeless housing and assistance services/projects (from
Homeless Housing and Assistance Funds 2163) is to cover the period Jan 1 – December 31, 2022.
Projects and service programs provided will be evaluated by contract compliance and demonstrated
effectiveness of services. Responses to the RFP will include specific outcomes and the measures that
will show progress leading to achieving those outcomes. Reporting on the outcomes and their measures
will be required and included in contracts. Note that the awarded funds cannot supplant any other
sources of funds currently available for similar services to members of the population under
consideration in the RFP. These funds are not guaranteed to continue at the same rates, nor does the
award of a contract guarantee future contracts.
