Revisions that go beyond the minimum revision time during Plan Check, Land Use review, and Environmental Health review will be charged an additional hour. Any additional fees that are accrued during the revision process must be paid prior to the approval and issuance of the revised permit. All revisions to structural components or plans that previously included structural engineering will need to have the revision wet stamped and signed by a design professional (engineer, architect etc.) licensed in WA state. An explanation of revisions is below: 1. FEMA Elevation Certificates have been updated by Scott Harksell, of NTI Surveying, to comply with the items outlined in the Additional Information Request. a. The 2019 maps Jefferson County adopted use the NAVD 88 datum. This updated datum has a 3.7 conversion rate with a new base flood elevation of 12’-0” (instead of 9’-0” as indicated by the previous NGVD29 datum.) This conversion also apples to the topography, which also changed in annotation along with the base flood elevation. No alterations were made to building heights, relationship to grade or relationship to the FEMA floodplain. b. Sheets in the drawing set are updated to reflect these new elevation heights based on the NAVD 88 datum. 2. The site survey also completed by Scott Harksell of NTI Surveying has been updated to reflect the NAVD 88 datum adopted by Jefferson County. 3. The energy strategy for the Zagula Cabin has changed to an all-electric system with no propane. The strategy will be a split heat pump/water heater – utilizing energy credits 5.6 and 3.2 for a total energy credit calculation of 4.5, 1.5 credits over the minimum required for a small dwelling unit. This credit strategy follows that of the Zagula Residence. 4. The FEMA Habitat Assessment & Mitigation Planting Plan, produced by Marine Surveys and Assessments, has been revised to include the updated Elevation Certificates/FEMA flood elevation and Survey from NTI Surveying previously (included in Appendix C.) The geotechnical Notice to Title has been completed, notarized, signed by the UDC Administrator, and attached to this transmittal. Recorded as #646408. 2. The Declaration of Restrictive Covenant has been completed, notarized, signed by the UDC Administrator, and attached to this transmittal. Recorded as #646410. 3. The Civil Engineer’s stormwater recommendations have been attached to this transmittal along with a revised site plan. 4. The Elevation Certificate is attached. 5. The Road Setback Variance permit (MLA21-00076) has been completed and attached to this transmittal with a new permit application. An additional explanation for the variance has been attached to that document. 6. The completed and signed Shoreline Exemption Form was emailed to DCD and Shannen Cartmel on July 20th, 2021. 7. A survey has been completed for this parcel and can submit this should Public Works requests. The following information is needed to continue review of your project. The geotechnical report requires a Notice to Title to be recorded on the property per Jefferson County Code (JCC) 18.20.550. Please have the enclosed document notarized, returned to DC D for further approval. Once approved by the Unified Development Code Administrator, staff will contact you to have the document recorded. Alternatively, you can provide DCD with a check to the Jefferson County Auditor's Office for the appropriate recording fees, and an additional hour at the rate of $97.00 of DCD review time will be charged for our office to record the document for you. Additionally, the stormwater management proposal requires an engineered plan. The project discharges water directly to the shoreline on a small project and does not qualify for the small project certification. The site cannot adequately manage on site stormwater without the engineered approval. The project is within an AE FEMA Flood zone, which requires a FEMA Floodplain Habitat Assessment be submitted. This must be prepared by a licensed biologist familiar with FEMA regulations. Additionally, the site plan shows a setback of 10 feet from the front parcel boundary. A road setback variance permit is required to reduce this setback from 20 to 10 feet. The project also requires a shoreline exemption form. Please sign and return the required the attached form. A Declaration of Restrictive Covenant is required to develop across the lot lines. Please return the document signed and notarized to Jefferson County Department of Community Development. You will be contacted when the document is ready to be recorded. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 10/10/2021.
