SUMMARY
Conducts appraisals of real property to establish fair and accurate value upon which property taxes will be
assessed. Performs difficult and complex appraisals of commercial, industrial, agricultural and urban
properties in a rural setting by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Locate and determine boundaries of property by use and interpretation of maps, legal descriptions and
aerial photographs.
Inspect land, buildings and other improvements to obtain basic data for appraisal. Interview owners and
others familiar with property. Measure and classify improvements as to quality of construction and
accrued depreciation. Classify land by location and physical characteristics.
Assemble and analyze data to appraise property. Determine market value of property using sales, cost and
income approaches. Compute reduction costs and applies depreciation factors as necessary to determine
value of buildings and other improvements. Use income approach on commercial, farm, industrial, or
other income producing properties by gathering income and expense data and determining
capitalization rates. As necessary, contact other County agencies (Community Development and Public
Works), State agencies, realtors, fee appraisers, etc. to gather information and ascertain factors
influencing property values. Compile written appraisals with supporting documentation. Post appraisal
values to permanent records.
Organize, assign and oversee the work of other appraisers performing residential, land, waterfront, and
specific aspects of farm, commercial and industrial appraisals. Advise and assist others with unusual
problems or difficult phases of appraisal.
Assist with training of lower classification appraisers and support staff to upgrade technical skills and/or
increase understanding of procedures and regulations. Review and check work of others.
Provide guidance to other appraisers on appraisals of difficult or unusual properties or appraisals which
require some particular expertise.
Conduct or oversee special studies and research work as assigned.

Respond to citizen complaints regarding assessments and reassessment. Provide information regarding
appraisal techniques, explain how values are computed and provide information on tax relief programs.
Prepare materials for and appear in official proceedings as necessary to defend assessed values when
appraisals are appealed.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities except with a lead designation. May be responsible for
approving work of lower classification appraisers and trainees.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associate's degree (A. A.) or equivalent from two-year college or technical school with emphasis
on business, construction, statistics or a related field; or four (4) years related experience in
progressively responsible appraisal positions; or equivalent combination of education and
experience. Experience with Harris (PACS) and Marshall & Swift commercial estimator highly
desired.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability
to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,
percentages, area, circumference and volume. Ability to apply concepts of basic algebra and
geometry.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to interpret a variety of instructions furnished in
written, oral, diagram or schedule form.
COMPUTER SKILLS
To perform this job successfully an individual should have knowledge of database software;
Internet software; MS Excel spreadsheet software and MS Word, word processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid Washington State Driver's License
Must be accredited by the State of Washington as an Appraiser by passing the State Accreditation
Examination, or passage of IAAO Course 101 (Fundamentals of Real Property Appraisal), or be certified
as an Appraiser by the State Department of Licensing.
Must successfully have completed passage of the Uniform Standards of Professional Appraisal Practices
(USPAP) within 1 year of becoming a Commercial Appraiser.
Must successfully complete IAAO Course 102 (Income Approach to Valuation), or equivalent, within 1
year of becoming a Commercial Appraiser.
Must successfully have completed IAAO Course 300 (Fundamentals of Mass Appraisal), or equivalent,
within 1 year of becoming a Commercial Appraiser.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Knowledge and full command of modern property appraisal principles and practices, including land
mapping and surveying, property description and measurement, construction principles and practices and
contracts and conveyance.

Knowledge of real estate laws, zoning regulations, development of subdivisions, financial arrangements,
State statutes, blueprint reading and architectural design as they apply to the appraisal process.
Ability to coordinate and oversee the activities of appraisers and para-professionals of lower
classifications to attain uniformity, accuracy, completeness, compliance and efficiency.
Ability to conduct difficult and technical research and prepare written and oral reports.
Skill in reading and interpreting maps, aerial photographs, and legal descriptions.
Ability to use tact, diplomacy, discretion and courtesy in dealing with citizens.
