HomeMy WebLinkAboutM060721 S _ 1Sb1NG`So MINUTES Jefferson County Board of Commissioners Regular Meeting — June 7, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the County's proposed Social Media Policy revisions. The Commissioners and Interim County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 26-21 re: Ending Additional Review Before Approving the Filling of Vacant County Employment Positions, Jefferson County Human Resources 2. AGREEMENT re: Port Hadlock Waste Water Facility Fencing; In the Amount of$24,690; Jefferson County Public Works;MC Excavating, LLC (amount edited from original agenda) 3. AGREEMENT re: Port Hadlock Wastewater Facility Membrane Bioreactor Equipment(MBR) Procurement; In the Amount of$1,601,600.22; Jefferson County Public Works; Ovivo USA 4. AGREEMENT re: Donation to build JUMP! Playground at HJ Carroll Park; Donation In the Amount of$272,733; Jefferson County Public Works; Mike Berry Memorial Children's Fund 5. AGREEMENT,Amendment No. 3 re: Drug and Alcohol Prevention; Decreased Amount of $6,000 for a total of$629,831: Jefferson County Public Health Washington State Health Care Authority, Division of Behavioral Health and Recovery(DBHR) 6. AGREEMENT,Amendment No. 2 re: Oak Bay-Mats Mats Pollution Identification and Correction(PIC) Project; Time Extension Only,No Change in Dollar Amount; Jefferson County Environmental Public Health; Washington State Department of Ecology (DoE) 7. AGREEMENT,Amendment No. 1 re: North Hood Canal Pollution Identification and Correction(PIC) Project; Change in Scope of Work and Time Extension Only,No Change in Dollar Amount; Jefferson County Environmental Public Health; Washington State Department of Ecology (DoE) 1 Commissioners Meeting Minutes of June 7, 2021 8. AGREEMENT,Amendment No.2 re: De-obligation of Funds for Central Hood Canal Project for Pollution Identification and Correction(PIC) Work that will lead to Water Quality Improvements; Total Eligible Cost is Amended to $385,166.58 from $476,325 with No Change in Current Budget, Project was completed in June of 2020; Jefferson County Environmental Public Health; Washington State Department of Ecology(DoE) 9. AGREEMENT,Amendment No. 2 re: De-obligation of Funds for Strait Priority Areas Project; Total Eligible Cost is Amended to $429,273.53 from$498,990.67 with No Change in Current Budget, Project was completed in June of 2020; Jefferson County Environmental Public Health; Washington State Department of Ecology(DoE) 10. MINUTES re: Regular Meeting of May 24, 2021, Special Meeting of May 24, 2021 (WSAC Virtual Assembly) and Special Meeting of May 24, 2021 (Joint Special re: Law Enforcement and Legislative Policy) 11. Payment of Jefferson County Vouchers/Warrants Dated May 24, 2021 Totaling $289,618.06 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 12. Payment of Jefferson County Payroll Warrants Dated May 20, 2021 Totaling $72,231.19 and A/P Warrants Done by Payroll Dated May 24, 2021 Totaling $143,672.96(Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) PROCLAMATION re: Declaring June 2021 Cashier and Customer Service Month: Commissioner Brotherton and Commissioner Eisenhour read the proposed proclamation aloud. After discussion, Commissioner Brotherton moved to approve the Proclamation proclaiming June as Cashier and Customer Service Month. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended, the Port Hadlock Sewer Project, Department of Community Development (DCD) Director candidate interviews, and miscellaneous topics. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. PROCLAMATION re: Declaring June 2021 as Pride Month: All three Commissioners read the proposed proclamation aloud. Commissioner Brotherton moved to approve the Proclamation declaring June 2021 as Pride Month. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:45 a.m. and reconvened at 10:50 a.m. with all three Commissioners present. DISCUSSION re: Request for Proposals (RFP) Amounts for 2022 Recommendations of the Joint Oversight Board (JOB) on Affordable Housing: Interim County Administrator/Central Services Director Mark McCauley and Homeless Housing Task Force Facilitator Lizanne Coker briefed the Board on the 2022 RFP recommendation amounts as approved by the JOB. 2 Commissioners Meeting Minutes of June 7, 2021 After discussion, Commissioner Brotherton moved to approve the recommendation of the JOB for the RFP's of Fund 148 and Fund 149 for 2022. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. BRIEFING re: Adopting a Revised Social Media Policy: Interim County Administrator/Central Services Director Mark McCauley, Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Public Records Administrator Ken Hugoniot were present to discuss potential changes to the County's Social Media Policy. COMMISSIONERS' BRIEFING SESSION—Continued: Chair Dean reviewed recent meetings she attended and the Commissioners discussed potential masking protocols for unvaccinated individuals. The meeting was recessed at 12:02 p.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Review of items to discuss • American Rescue Plan Act(ARPA); allocation of funds • Economic Development Council (EDC) Team Jefferson; Multi-Jurisdiction Agreement • Update re: Jefferson County Fairgrounds; influx of local and out of County tent campers • Port Hadlock Sewer Project; update • Calendar Coordination • Miscellaneous items DISCUSSION re: Adopting a Revised Social Media Policy—Continued: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Public Records Administrator Ken Hugoniot reviewed edits incorporated into the draft Social Media Policy.
