HomeMy WebLinkAbout062821_ca12 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley,Interim County Administrator DATE: June 28,2021 RE: Request for Board of County Commissioners approval of a Public Infrastructure Fund (PIF)Board recommendation to fund a Fort Worden PDA request for a $150,000 forgivable loan to renovate an old barracks building for workforce housing STATEMENT OF ISSUE: In 2019 the Board of County Commissioners approved a$150,000 public infrastructure grant for the Fort Worden PDA to use to help renovate an old barracks building for workforce housing. The Fort Worden PDA was devastated financially by the Covid-19 pandemic and never made use of the funds and the grant has since expired. The need for the renovation still exists and is in fact an important part of regaining fiscal stability post Covid-19. ANALYSIS: David Timmons,Executive Director of the Fort Worden PDA, made a presentation to the Public Infrastructure Board on Wednesday, June 16,2021 requesting that the Board renew the funding- the same $150,000-for the same project but in the form of a forgivable loan,which would convert to a grant should certain financing goals be met. After much discussion the Board approved the PDA's request. The Board of County Commissioners is being asked to approve the PIF Board's recommendation reauthorizing$150,000 for the Fort Worden PDA barracks renovation project but in the form of a forgivable loan. FISCAL IMPACT: This request, in and of itself, has no fiscal impact. However, its approval will have a fiscal impact of$150,000 when the forgivable loan is approved to be borne by the Public Infrastructure Fund—Fund 306. RECOMMENDATION: That the Board of County Commissioners approve a forgivable $150,000 loan to the Fort Worden PDA and direct the Interim County Administrator to bring forth a forgivable loan agreement effectuating the same.
