Jefferson County Board of Commissioners
Regular Meeting — June 14, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• 5 comments regarding the relocation of the homeless encampment.
• Comment regarding the pending rental evictions due to lifting of the rental eviction moratorium.
• Comment regarding the pending rental evictions due to the lifting of the rental eviction
moratorium, and letting homeless campers remain at the Jefferson County Fairgrounds.
• Comment regarding the Interim County Administrator.
• Comment regarding pop-up vaccination clinics at local schools, and concern about blood clots.
• Comment regarding Consent Agenda Item No. 5 - Agency agreement re: Funding of EDC Team
Jefferson and OPMA regulations, and thankful for discussion on the County's Social Media
Policy.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to remove the 5-Agency Interlocal Agreement(Consent Agenda Item No. 7) and
approve the remaining items on the Consent Agenda as presented. Commissioner Eisenhour seconded
the motion which carried by a unanimous vote.
1. RESOLUTION NO. 27-21 re: Legally Bind Jefferson County with Respect to Two
Applications 1) Dosewallips Wolcott Flats and Rocky Brook Planning, Project No. SRFB RCO

PUBLIC COMMENT PERIOD—Continued Response from the Commissioners:
The Commissioners continued addressing comments and concerns raised during the Public Comment
Period.
DISCUSSION re: AGREEMENT: Five (5)Agency Interlocal; In the Amount of
$100,750; Jefferson County Administrator; City of Port Townsend; Port of Port Townsend;
Jefferson County Public Utility District No. 1 (PUD); Economic Development Council(EDC)
Team Jefferson (Consent Agenda Item No. 7): The Commissioners continued discussion regarding
the 5-Agency ILA. After discussion, Commissioner Brotherton moved to approve the five Agency
Development Services Agreement. Commissioner Eisenhour seconded the motion which carried by a
unanimous vote.
PROCLAMATION re: Proclaiming June 19,2021 as Juneteenth, a Holiday
Commemorating the End of Slavery in the United States: After all three Commissioners read the
proclamation aloud, Commissioner Eisenhour moved to approve the Proclamation. Commissioner
Brotherton seconded the motion, which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator discussed recent meetings they attended and reviewed their meeting schedules.
Commissioner Brotherton presented videos he is working on with staff regarding COVD-19 vaccination
and community forestry.
The meeting was recessed at 11:55 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
DISCUSSION re: Homeless Encampment—potential new location: Commissioner
Brotherton reviewed information on a potential homeless encampment area near the Cape George
community. Discussion followed. The Board agreed to table conversation on the topic until later in the
meeting.
UPDATE re: Marine Resources Committee (MRC) 2020 Annual Report: Marine
Resources Committee Programs Coordinator Monica Montgomery provided a Power Point presentation
on the activities and goals of the MRC. After discussion, Coordinator Montgomery stated that the MRC
Executive Board is requesting a letter of support regarding the Jamestown S'Klallam Tribe's United
States Fish and Wildlife Service Tribal Wildlife Grants application. The Commissioners agreed to
review the letter and make a decision later in the meeting.
ADDITIONAL BUSINESS: Letter of Support re: Tribal Land Acquisition:
Commissioner Brotherton moved to write a letter of support for the Jamestown S'Klallam Tribe work.
Commissioner Eisenhour seconded the motion. Chair Dean explained the Tribal land acquisition would
put the property at Tamanowas Rock into Tribal Trust. Commissioner Brotherton amended his motion to
draft a letter of support for this project. Chair Dean added that this proposal is for the Bureau of Indian
Affairs to acquire in trust from the Jamestown S'Kllallam Tribe an 83.96 acre tract referred to as
Tamanowas Rock property. The amendment was agreeable to all. Chair Dean called for a vote on the
motion. The motion carried by a unanimous vote. Commissioner Eisenhour will draft the letter.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Review of items to move to next week
• Potential Grant to the Jefferson County Historical Society re: County Cemetery
• Port Ludlow Drainage District; potential disbanding
The meeting was recessed at 3:02 p.m. and reconvened at 3:11 p.m. with all three
Commissioners present.
ADDITIONAL BUSINESS and Continued Discussion re: Letter of Support re:
Jamestown S'Klallam Tribe United States Fish and Wildlife Service Tribal Wildlife Grants
Application: The Commissioners asked in which County will this project take place? Marine Resources
Committee (MRC) Member Neil Harrington replied that the project will be mostly in Clallam County,
with some of it being in Jefferson County. After review of the proposed letter, Chair Dean suggested the
Board approval a provisionally approve the letter, to make sure there is no opposition from Clallam
County. Commissioner Brotherton moved to provisionally approve the letter unless there is hard

opposition from Clallam County in the next two days. Commissioner Eisenhour seconded the motion
which carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION- Continued: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Homeless Encampment; criteria for scoring potential properties
• American Rescue Plan Act(ARPA); update
• Closing remarks

CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to

CONTINUED DISCUSSION re: Potential Location for a Homeless Encampment:
The Commissioners discussed potential homeless encampment properties with those in attendance.
Commissioner Brotherton reviewed a Homeless Encampment Relocation Scoring Matrix. The Chief of
Police and EJFR Fire Chief addressed safety concerns when looking at potential future encampments.
The Commissioners decided to focus on the following potential areas for the next encampment: Cape
George property, a 14-acre parcel in Port Townsend, a 30-acre parcel on Mill Road, a lot between the
County Shop and the Sheriffs Office, Chimacum Park, and using the Jefferson County Fairgrounds as a
placeholder until a new location can be found.

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Chair Dean noted
that the amount for Consent Agenda Item No. 4 was listed incorrectly. Clerk of the Board Carolyn
Gallaway noted that Consent Agenda Item No. 5 was also listed with an incorrect amount. The correct
amounts were verified. Commissioner Eisenhour moved to approve the items on the Consent Agenda as
presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and miscellaneous topics.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director

UPDATE re: Washington State Department of Natural Resources (DNR) Pt
Quarter County Income Report: DNR Regional Manager Mona Griswold and DNR State Lands
Assistant Drew Rosanbalm were present for the meeting to review the Jefferson County 1st Quarter
County Income report and answer questions posed by the Board. State Lands Assistant Rosanbalm
reviewed anticipated 2022 timber sales.
The meeting was recessed at 10:48 a.m. and reconvened at 10:57 a.m. with all three
Commissioners present.
DISCUSSION re: Adopting a Revised Social Media Policy: Chief Civil Deputy
Prosecuting Attorney (DPA) Philip Hunsucker, Public Health Deputy Director Veronica Shaw and
Public Records Administrator Ken Hugoniot were present to discuss the potential changes to the
County's Social Media Policy. Deputy Director Shaw explained the benefits of the Public Health
Department havinga two-wayconversation with the public on social media. Chief Civil DPA

Hunsucker reviewed the potential changes to the Social Media Policy that would satisfy the terms of the
Scarantino lawsuit.
After discussion, Commissioner Brotherton moved to approve RESOLUTION NO. 30-21 re: Revised
Social Media Policy, as presented. Commissioner Eisenhour seconded the motion. After a brief
discussion, Chair Dean called for a vote on the motion. The motion carried by a unanimous vote.
PRESENTATION re: Conservation Futures Citizen Oversight Committee
(CFCOC) Funding Recommendations for 2021: CFCOC Chair Joanne Pontrello explained the
process for funding recommendations. She stated that in 2017, the Serendipity Farm was a

CFCOC-approved project, but the farm decided to back out, leaving an additional $95,000 in available
funding. The CFCOC members will be holding a special meeting to discuss disbursement of the
additional funds. They will report back to the Commissioners with their recommendations.
COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners
continued reviewing recent meetings they attended. They also discussed requiring proof of vaccination
from employees and visitors to County offices, and if no proof of vaccination, they will need to continue
to wear face masks.
The meeting was recessed at 12:02 p.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
CONTINUED DISCUSSION re: Relocation of Homeless Encampment:
Commissioner Brotherton reviewed the Mountain View Commons and why it would not be a viable
option for a homeless encampment. Other potential encampment properties were discussed. The
Commissioners agreed to request that the Port of Port Townsend consider allowing one of their two-acre
sites to be used for a temporary homeless encampment and tasked Interim County Administrator Mark
McCauley to send a formal request.
BRIEFING re: Emergency Ordinance 10-1221-20 Adopting Interim Zoning
Regulations for the Siting,Establishment, and Operations of Temporary Homeless Facilities in
Unincorporated Areas of Jefferson County: Department of Community Development(DCD) Interim
Director Jodi Adams, DCD Interim Planning Manager David Wayne Johnson and Associate Planner
David Ullrich werepresent to discuss the emergency ordinance and answer questions posed by the

DISCUSSION re: Relocation of Homeless Encampment—Continued: The Board
continued discussion on potential properties for the next homeless encampment.
EXECUTIVE SESSION: An Executive Session was scheduled from 3:00 p.m. to
3:30 p.m. Chair Dean announced that the Executive Session will be held from 3:01 p.m. to 3:31 p.m.
with the Interim County Administrator/Central Services Director and Chief Civil Deputy Prosecuting
Attorneyregarding Attorney-Client Privilege, Potential Litigation under exemption RCW

42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive
Session and resumed the regular meeting at 3:33 p.m. Commissioner Brotherton noted that the
Prosecuting Attorney joined the Executive Session. He added that Chair Dean was experiencing
technical difficulties so he called for a recess.
The meetingwas recessed at 3:33p.m. and reconvened at 3:38 p.m. with all three
Commissioners present.
UPDATE re: Noxious Weed Board—WSU Extension Relationship: After a brief
discussion regarding a memo clarifying the role of the Jefferson County in managing the County's
Noxious Weed Control Program, WSU Extension Director Cliff Moore requested a copy of the
proposed memo to be drafted on County letterhead so that it could be sent to the County Noxious Weed
Board and a copy would be sent to the Washington State Noxious Weed Board.

Commissioner Brotherton moved to approve and sign—in whatever fashion advisable—the memo to the
Noxious Weed Board. Commissioner Eisenhour seconded the motion. Chair Dean clarified that there is
not a mechanism to approve a memo, and suggested an accompanying letter on Board of County
Commissioner letterhead. Commissioner Eisenhour clarified further that it would be a cover letter. All
were in agreement of the amendment. Chair Dean called for a vote on the motion. The motion carried by
a unanimous vote.

CALL TO ORDER: Washington State Association of Counties (WSAC) staff called the
Virtual Counties Update meeting to order in the presence of Commissioner Kate Dean, Commissioner
Heidi Eisenhour, as well as many other Commissioners and County Officials across Washington State.
DISCUSSION with Other Washington State Counties and Washington State
Association of Counties (WSAC) Staff: The participants of the meeting discussed various County
issues.
NOTICE OF ADJOURNMENT: The meeting was adjourned at 12:55 p.m. by
Washington State Association of Counties staff.
