HomeMy WebLinkAbout062821_cabs01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Mark McCauley, Interim County Administrator FROM: Heidi Eisenhour, Commissioner Quinn Grewell, Elections Manager DATE: June 28,2021 SUBJECT: 2021 Redistricting & draft timeline STATEMENT OF ISSUE: Washington redraws the boundaries of voting districts every 10 years so they reflect our state's changing populations. 2021 is one of those years. ANALYSIS: Due to the delayed census redistricting needs to be done in a compressed timeline in 2021. See the included draft timeline. Here are the elements that must be considered per RCW 29A.76.010: 1. Each internal director, council, or commissioner district shall be as nearly equal in population to each and every other such district comprising the municipal, county, or special purpose district. 2. Each district shall be as compact as possible. 3. Each district shall consist of geographically contiguous area. 4. Population data may not be used for purposes of favoring or disfavoring any racial group or political party. 5. To the extent feasible and if not inconsistent with the basic enabling legislation for the municipal corporation, county, or district,the district boundaries shall coincide with existing recognized natural boundaries and shall,to the extent possible,preserve existing communities of related and mutual interest. FISCAL IMPACT: Staff and commissioner time. RECOMMENDATION: Proceed using the included timeline as a road map, report back to BOCC on diversions as needed. REVIEWED BY: Mark McCaul Interim County Admi s ator Dat Jefferson County Redistricting 2021 – key time points July 8: Send survey to junior and special districting to solicit their plans August 26: Legacy format Census data available Late September: Final Census data available GIS work to develop five alternatives – addressing precincts & districts (Key data point: Precinct can only have 1500 voters maximum) October 4: BOCC agenda item at Monday Meeting briefing on redistricting process, public engagement October: Two public notices for Public Meeting with other electeds Late October: Public Meeting - with BOCC, Port of PT & PUD Commissioners, initial review of five alternatives, suggest changes and reduce to three November 2: General election Post-election: Revise and review of precinct proposals GIS work to finalize three alternatives incorporating work on precincts November: Two public notices of public hearing November 15: Congressional District / Legislative District redistricting deadline Deadline for jurisdictions that DO NOT elect members of their governing body in 2022 for example: City of Port Townsend, School Districts, Fire Districts, etc. Early December: Public hearing to review three finalized options Mid-late December: Selection of preferred commissioner district alternative December 31: Deadline for jurisdictions that DO elect members of their governing body in 2022 for example: County, Legislative, PUD, etc. January-April 2022: Implement and update changes –  Precinct balancing  Election info management & Electionware systems  Update online maps and GIS layers Prepared by Commissioner Heidi Eisenhour and Election Coordinator Quinn Grewell
