RE: PLEASANT HARBOR MARINA AND GOLF RESORT INTRODUCTION AND PRESENTATION TO SKOKOMISH INDIAN TRIBE SKOKOMISH TRIBAL CENTER — SKOKOMISH NATION, WA The following meeting minutes are a summary record of topics and discussions raised during the Introduction and Presentation of the proposed Pleasant Harbor Marina and Golf Resort development to the Skokomish Indian Tribe on August 11, 2006. Delbert Miller opened the meeting with song and then summarized and highlighted the content of the song as it related to the Skokomish Indian Tribes historical and cultural ties to the Pleasant Harbor area. Each individual present provided a brief introduction around the table. James Mazak from Statesman presented a presentation highlighting the proposed Pleasant Harbor Marina and Golf Resort project and information that has been collected about the site. Allyson Brooks recommended an Ethnographic Analysis and provided further recommendations on Section 106 and inquired about whether or not we would be opening up Corps Permit. Expectation is that the entire development is connected and should be reviewed by Statesman's consultants. Wayne Wright, clarification that the proposal is for Comprehensive Plan Amendment (Map Change) not for permitting purposes. Recognize, that the level of detail at this stage does not appear to require further amendments or examination of other permits. The draft EIS written for the suitability of the proposed Comprehensive Plan Amendment and not for permission to build. Brent Butler supported a 3-D view of the extent of excavation created by the proposed development in order to see the cut and fills required. Allyson Brooks indicated that all evasive work on the site has a potential impact on cultural and historical resources, therefore a qualified archaeologist should be present. In hindsight, missed opportunity to have a qualified archaeologist present during the 66 test pits. Requested that the test pit data be made available and would like confirmation whether the test pits are still open. Brian Collins stated that the Skokomish Tribe is the only Tribe that has proved its original tribal occupancy in the Hood Canal area (see Indian Land Areas Judicially Established 1978 handouts). Therefore the Skokomish Tribe is the only Tribe with exclusive use in this area. Disturbed areas do not inherently mean there is no historical or cultural resources that need to be protected, mitigated, etc... Delbert Miller suggested a Discovery Plan and to walk the site to identify possible sites (ie. State Boat Launch (under construction -upgrading) in Pleasant Harbor and Bluffs/Beach along Hood Canal Keith Dublanica stated that if something is discovered during construction, contact Dilbert and details to be worked out through agreement (Inadvertent Discovery Plan). Would like to continue to see an ongoing relationship with Pleasant Harbor. Joan Garrow indicated that after development, recreational users may have metal detectors or if sites are known then potential issues for people digging. On going and long-term communication needed to maintenance and preservation of historical and cultural resources within the development area. Caveats and bylaws needed to restrict further digging and seeking these resources. Delbert Miller stated that there are traditional and cultural interests to be maintained; tribal access to the site. Camping area on the black point lands and canoe stops along the beach (Hood Canal) and State boat launch area are all still actively utilized by the Skokomish Indian Tribe for spiritual, educational, cultural, and historical reasons. The Pleasant Harbor area provides for continuing education for youth. Some historical items/places may not want to have shared with the public or things revealed about their significance. Possible to provide kiosk or recognition through commemorative signage. Brian Collins indicated that the Skokomish are not well funded and therefore will require some funding to actively participate to devote time and energy for the consultation. Action Items: Glenn Hartmann to prepare a mini -report to be reviewed by the Skokomish Indian Tribe and Washington State on next steps (how going to proceed) and time to do this work. Email digital copy of Presentation, Geotechnical Report, and accompanying data to be reviewed by Glenn Hartmann, Skokomish Indian Tribe, and Washington State. Cut/Fill plan to identify excavations on site (buildings, roads, services, golf course, irrigation systems, ponds, construction staging areas, etc.) Where and What? Don Largen to be available at the next meeting to highlight the SEPA/EIS process. Confirmation of Next Meeting — Friday, September 15, 2006 at Skokomish Tribal Center (morning session) and Site Visit at Pleasant Harbor (afternoon session). Ground Truthing. Statesman looks forward to working with you on this exciting project and needs your help: • To identify potential cultural resource sites as mentioned in your previous written response. • To establish economic and feasible approach to satisfy potential cultural resource sites within our development boundary. • To ensure that cultural resource sites are properly identified, catalogued, and mitigated. • To identify, confirm, discuss, any other issues and concerns that you may have regarding the proposed Pleasant Harbor Marina & Golf Resort development.
