In response to your email dated August 31, 2006 regarding the Draft EIS Binders, please find
enclosed seven (7) copies, which are in progress.
Please be advised that we are still awaiting Don Largen's updates pursuant to our conference
call and Brent Butler's Summary Review dated August 23, 2006. Please be advised that we are
doing everything we can to update the Transportation and Cultural Resources Assessment
sections. We are also having all our other consultants review and provide their input with
regards to the fourth option — Hybrid Alternative, which is not included at this time.
Since we last talked we have retained the services of a new Transportation Engineering
Company — Transportation Engineering Northwest given their experience and knowledge of
TIAs, SEPA, and EIS requirements. This group is currently collecting intersection counts and
has been collaborating with Jim Pearson in order to confirm and coordinate information
requested by Jefferson County. We anticipate this component to be completed by September
12, 2006.
In addition, we have been working the Skokomish Indian Tribe and have a Site Visit/Field
Investigation scheduled for September 15, 2006. In the interim, we have provided them with
Soils & Geology Investigation completed by our Geotechnical Engineer. As requested by the
State and Skokomish Indian Tribe our Archaeologist has reviewed the same and is in the
process of preparing a summary statement and program. The purpose of the September 15,
2006 Site Visit is to provide the Skokomish Indian Tribe to provide their input in developing a
discovery plan and to discuss inadvertent discovery plan — cultural resources program.
We trust that you will find the attached to be in an improvement upon the initial submission and
we look forward to providing you with the updates and revisions noted above in due time.
