In the case of Pleasant Harbor Marina Resort, the County has been asked for approval support without asking for any risk capital or tax benefits. This Pleasant Harbor Recreational Area, with a population that grows by four-fold for 90 to 120 days each year, has a stable year round population of +l-9,00 persons. The community has struggled to attract employment, and as a result it has not prospered in comparison to other recreational areas such as Gig Harbor. Because the population base is not growing, local businesses suffer with closures, and as a result the needed tax revenues are lost to the community. Unfortunately, young people are unable to find suitable employment and they are forced to leave both the area and their family to embrace a future. An indicator of sustainability can be measured through real estate values, where the asset either appreciates or depreciates in value over time. (Depreciation occurs and is defined if the value of real estate does not Appreciate). A number of studies of why communities grow and prosper, has shown that there is a commonality of major factors for sustainability. o A Stable Employment Base to Sustain the Family Unit o A Pro-Active Local Govemment o The Vision to Create Value in a Community to Attract New Growth. . A Combined effort of Private and Public Partnerships which benefits all Parties. . Amenities that Retain the Residents to Stay & Support their Community with a Sense of Pride. A survey of those persons who consider the area of Pleasant Harbor Recreational Area as a vacation retreat for 90 to 120 days each year, indicated a number of interesting comments: "We love coming to the area because we meet people who are ltere to relax and enjoy thefamily atmosphere of Pleasant Harbor. However, we are thinking of selling our cottage when the children grow and leave the nest, because there is not enough here to keep us engaged". " My wife and I would like to retire in this area, if there were more attractions for daily living that we could do and attract our grandchildren. " "Pleasant Harbor Recreational Area has such potential. Most of Brinnon or Quilcene, however is uneventful, and does not attract visitors to walk and shop and visit withfriends". "We stopped vacationing in the area, because there was nothing happening exceptfor boating". From these comments, one would surmise that The Pleasant Harbor Recreational Area is indeed an attraction, but it does not offer enough to sustain ayear round employment center that would be growing. MEETING THE NEEDS OF A FAMILY COMMUNITY What other communities have proven, is that where the young people go to be engaged, is where the family follows including grandparents. . Young people need and want to be engaged and active. o Parents want their children to experience as many activities as possible, in order that their children expand their horizons for their futures, including good friends and positive influences. . Grandparents love to watch their grandchildren develop new skills and to coach their grandchildren so they are fondly remembered.
