JEFF'ERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO:Board of County Commissioners (BoCC) Philip Morley, County Administrator THROUGH: Al Scalf, Director of Community Stacie Hoskins, Planning Manager FROM: David Wayne Johnson, Project SUBJECT: Agenda request for February 23,2009 Request for BoCC Deliberation, Decision and Signing of Pleasant Harbor Marina & Golf Resort Peer Review Contract for the Brinnon MPR Supplement EIS DATE: STATEMENT OF ISSUE: Peer Review contract necessary to complete the SEIS for the application by Pleasant Harbor Marina & Golf Resort LLP (Statesman) for a UDC suggested text amendment to establish development regulations, zoning and a development agreement between the County and Applicant implementing Ordinance No. 0l-0128-08 for a Master Planned Resort. ANALYSIS: Ordinance No. 0l-0128-08 approved by the BoCC January 28,2008 necessitated the completion of a Supplement Environmental Impact Statement (SEIS) as required for project level SEPA analysis pursuant to RCW43.2lC. Under WAC 197-11-420 EIS preparation, the County has the responsibility to coordinate and insure that the SEIS is prepared in a professional manner with appropriate interdisciplinary methodology. To that end, the DCD requested Statements of Qualification from qualified firms to provide peer review services to the County. Forry Four firms were selected offof the Professional Services Roster for notification, with eleven firms responding, five firms being interviewed and ESA Adolfson being selected to provide those services (see attached RFQ materials). ALTERNATIVES: The requested action is necessary to proceed to EIS Scoping and continue processing of MLA08-00 I 88. FISCAL IMPACT/COST BENEFIT ANALYSIS: In concert with this contract, the County will also enter into another "pass-through" Contract with the Consultant (ESA Adolfson) whereby the Consultant bills the County, the County bills the Applicant, the Applicant pays the County and the County pays the Consultant. This is the contracting system the County currently has with Fred Hill Materials. There is no direct cost to the County. RECOMMENDATION: DCD Staff recommends the BoCC review and sign the attached contract for Peer Review Consultant Services. zlr/*' County Administrator
