David Johnson is the lead project planner and is the primary contact with DCD. I responded to the message last week

Natalie (Architect) and Craig Peck (Civil Eng) have been completing all of the Zoning Ordinance issues that will be
forwarded to you probably this week. Unless there is an unforeseen issue that we are unfamiliar with at this time, we are
not able to make any significant changes to the plans. The plans have been modified with some design improvements to
meet the standards, expressed in the January 2008 approvals imposed by the Board of County Commissioners.
Minutes from meetings with Mason County PUD will also be fonrarded shortly.
Sandy, once you receive these layouts that detail the Ordinance Specifications, please review and provide comments.
Craig and Stacie are organizing the site meeting with the County and Adolphson for sometime in early July, when their
people are available.. We will meet on site at the Pleasant Harbor LODGE from 9:00 am to 12 noon and review the
status of the project, including reviewing the model which is very accurate in detail. The SEPA scope will be the first item
introduced by Stacie and Steve to start the meeting.
Following my introduction of the Pleasant Harbor Marina and Golf Resort, each of the Statesman Consultants will provide
a 10 minute review of their specialty... explaining the geography/geology and environmental issues that have impacted
their scope of work and determined the direction taken. We will have an open Q and A by the County and Adolphson
after the presentations... .following which we will walk the site in order that all parties are familiar with the issues and the
Low lmpact Results.
The meeting should end at the Marina to review existing site conditions and set backs from OHWM.
From this meeting, Vicki's Draft SEIS will be very meaningfulto all of the participants...moving forward.
All Parties for this meeting, should have read and be familiar with the Standards imposed by the BoCC , and their
acceptance of the Master Planned Resort

Stacie; Vicki and I had a meeting the other day going over the SEPA process. I believe before the next site visit it
is important to have a coordination meeting with the County, Adolfson, and Pleasant harbor to make sure
everyone is on the same page.
The focus of the SEIS is the zoning ordinance and development agreement proposed in the original
application. There have been some modifications to the original design to reflect conditions imposed by the
County and to respond to changing rules, including the pending shoreline program. The detailed technical reports
demonstrate how all of the conditions are to be met are part of the SEIS and are to be attachments to the
development agreement, but there seem to be other requirements for the SEIS that may not be under review. We
need to make sure all required elements are on the table to avoid future delays.
We need Garth's team to review the zoning ordinance to make sure it fits with the current proposed program, and
feed back from the county on format, scope and other issues. We also need feedback from the county on the
draft development agreement, and I understand from Vicki, some greater clarity to make sure that amenities are

timed with development to avoid the problem you had at Port Ludlow. We have timing constraints on phasing so
we need to be clear that a workable program is developed.
My suggestion is that we use the proposed meeting on June 29th to address the SEPA format and scope related
issues identified above before we have another site meeting. ln that way the agenda moving forward can be
clearly set and future meetings and activities focused on achieving a prompt completion of the DEIS, and site or
design issues and details on the ordinance and development agreement which are up for approval.
