I would like to offer some clarifications County/Peer Review Team Comments and Next Steps David Wayne Johnson forwarded a pdf file to you, me and Craig on September 23 that contained comments from all members of the Peer Review Team (including Bill Persich of Brown and Caldwell), and from County staff members representing several departments. Craig and I had a conference callwith David and Stacie on September 29 to discuss next steps. The next steps we identified include: 1. Complete the Scoping process so that these comments can be reviewed to determine whether they identify any additional issues to be addressed in the technical reports and SEIS. 2. Complete my review of the technical reports in the context of all other input to identify additional information that may be needed in support of the SEIS, not identified in the County or Peer Review Team comments. 4. Prepare a consolidated list of requests for revisions to be made to the technical reports so that team members can go through this process one time. Craig, being the primary point of contact with the technical team, distributed the pdf file of County and Peer Review Team comments in October. He may have a list of the people to whom it was sent. Scoping Comments As noted in your memo, the SEIS Scoping comment period closed yesterday (November 30). I talked with David Wayne Johnson this afternoon (December 1). He will be scanning and preparing pdf files of the comments received and posting them on the County's website. I believe he will also send these files directly to you, me, and Craig. (The volume is apparently too large for a single file.) Having not received or reviewed these yet, we have not yet completed Step 1 described above. David has suggested a date next week for a conference call with Craig and me to discuss the Scoping comments. Alternatives to be Evaluated in the SEIS It is my understanding that you and Craig plan to meet with David, Stacie and Al the week of December 14 to discuss a recently-conceived alternative forthe Marina Village. David has indicated County staff availability on December 16. Once a decision is made regarding this alternative, I would like to participate in the discussion with County staff to confirm the characteristics of each of the alternatives to be evaluated in the SEIS. Following this confirmation, I will work with you and Craig to draft narrative descriptions of each alternative, and Craig will engage whomever is needed to develop conceptual illustrations. Consolidated List of Requests for Technical Report Revisions I will likely be the one to prepare the consolidated list of requests for each technical report, subject to meeting with David, Stacie and Craig to discuss these for the County's concurrence. lf it is possible to do this before Christmas, we will. l'rn not 1 s0id of the time that will be required to describe and illustrate the alternatives, or of County staff availability to meet the week of December 21. Schedule An SEIS preparation schedule has not yet been discussed with County staff. The first input to this schedule will be for technical team members to review the list of revisions to be made to their reports and let us know the time required for this task. Thereafter, the following steps will occur in the SEIS preparation process: County (and likely Peer Review Team) review of revised technical reports. Preparation of a Preliminary Draft SEIS (PDSEIS). County and Peer Review Team review of the PDSEIS. Preparation of a pre-publication version of the Draft SEIS. County review and acceptance of this document. Publication of the Draft SEIS for a 30 to 45-day comment period. Response to comments and preparation of a Preliminary Final SEIS (PFSEIS). County review of the PFSEIS. Preparation of a pre-publication version of the Final SEIS. County review and acceptance of this document. Publication of the Final SEIS. Team List Would you have Ursula or Theresa send me a complete team list? I have not met Milton Kielhbauch, Mike McKinnis, Wayne Dawson, or Don Dabbs. With the exception of Don Dabbs, I'm not sure what firm these fellows are with, or their role on the project.
