No need to address them all.
Simple place them in a spread sheet and address the responses generally . Start with an opening statement.
"From the letters received from the October 2009 scoping meeting, the following responses are summarized in an easy to
understand format. I have used this structure since most of the enquiries were similar or exactly the same content, and
this chart identifies the enquiry with the appropriate response."
