Yes, Chief Herbst is negotiating the MOU with Don Coleman at the Marina. The Chief will be meeting
with Don and one or more commissioners to discuss the District's requests.
There does seem to be an issue regarding the changes to the proposal. It could be that the District
determined their original "needs" based on the FEIS proposal and the commissioners need to
understand the changes such as greater number of multi -story buildings and no development at the
marina.

In the email from Mr. Mann he mentioned that the construction phase order in the alternate plan has
changed. Please forward with the other information requested the following:
1. Construction phase order and estimated duration of each phase for the original MPR project plan.

roads and new retail space with residence above.

I have received the drawings that you dropped off. There is additional information that I need
at this juncture before we meet.
1. 1 need a legend for the structure types on the resort drawing, to include footprint overall
and vertical height.
2. Clarification as to the primary entrance to the resort. Given the parking areas has the
entrance changed and if so where will it be?
3. Given the proposal for an alternate Marina, the drawings that you have sent, Will the north
end parking area be eliminated?

During my meetings with Mr. Peck in 2008 there were numerous changes made to the
primary layout of the resort. Can you obtain a completed copy of those drawings along with
the list ofchanges for review prior toour meeting?
