Johnson Subject: RE: Pleasant Harbor Priority Work Items Status Report: 11/24/10 Garth, I'm concerned with your item #7 in which you state, "Because of the Water Rights negotiated by Tom McDonald and Scott Bender, we need to start construction no later than June 2010." Do you mean 2011 i ypo...should read that some progress in construction is important to commence by June of 2011 or 2012? As I tried to convey in my letter of December 13, and illustrated with attached process graphics, no construction can occur before building and development permits are approved and issued, and that can't happen without a completed SEIS and signed Development Agreement. It is unrealistic to expect construction to start no later than June 2011, since it is unlikely the SEIS will be finalized by then. 2012 is more realistic in terms of the scope of what needs to be accomplished before construction can start. If your water rights are based upon construction by June 2011, 1 suggest you consider requesting an extension to those terms. I have discussed this with Scott Bender and he is aware of this. The reports are close to completion. There should be a cohesive effort now to work towards the summer of 2011 to start Pleasant Harbor Resort. Natalie and Craig have simplified the layout from all aspects of the required Road Networks, the Building Footprints to satisfy the SMP, the Fire Code Issues for access/egress and staging areas to fight a fire, as well as the Long and Short Term Parking, the surface water issues and the stream culverts, and the resultant reduction of the Building impervious areas for Alternative 3. 2) The MOU's have been completed except for Brinnon School, and thanks to Don and Diane Coleman these are being forwarded to Vicki 3) The Ordinances should be Ready this week for inclusions by JT Cooke (see Natalie and Craigs information). 4) The Tribes have been surveyed and are very pleased with the results. We have asked that they deal with the issue internally as to the Tribe most attributable to managing the Conservation Easement. The fencing issue brought up by Pointe No Point Council cannot be constructed on highway 101 ... but could be placed on the north property line of the Golf Course land areas to control only the Elk Herd. Craig will show on his site plan the sound Attenuation fencing areas placed sporadically along the south side of the 12 foot wide pedestrian access to the Marina. The Habitat Corridor should be in collaboration with Craig Pecks recommendations. 5) Don Coleman is doing a collaborative investigation with ALL Owners those with Harbor Access to meet and to set up a council for managing the Harbor Waters. 6) The Golf Course design is nearing completion with Craig and Garth contemplating the fairways and protecting golfers and the wetland areas by retaining healthy trees between fairways. and adding a SPILL Stream between the Reservoir and the Easterly Wet -Land. 7) The Reports are almost done now for the Waste Water Treatment Plant as well as the reservoir, as a self managed utility including the electrical requirements. for the Resort. Because of the Water Rights negotiated by Tom McDonald and Scott Bender, we need to start construction no later than June 2010. 8) Please expect a package of information from Natalie and Craig and Rick, others will now be able to complete their report before next months Status Reports.\ G From: VMorrisCS@aol.com [mailto:VMorrisCS@aol.com] Sent: Wed 11/24/2010 8:28 PM To: Garth Mann; peckassoc@comcast.net; jcooke@perkinscoie.com; dwjohnson@co.jefferson.wa.us Cc: NProft-Carlson@gmharchitects.com; scoff@benderllc.com; vjperrone@perroneconsulting.com; hresvelt@earthlink.net; consultares@aol.com; mikeread@tenw.com; wwright@geoengineers.com; jpurdy@geoengineers.com; bmerryman@msn.com; jim@blackrockllc.net; rsteffel@Environcorp.com; Milton Kiehlbauch; mwong@susa.ca; tmcdonald@cascadialaw.com; don@pleasantharbormarina.com; diane@pleasantharbormarina.com Subject: Pleasant Harbor Priority Work Items Status Report: 11/24/10 Garth et al. Attached is the 11/24/10 status report for Priority Work items required in support of the Pleasant Harbor Master Planned Resort Development Agreement, Zoning Ordinance, and SEIS. Several decisions were made since the 10/25/10 status report was issued that have resulted in refinements to the Alternative 3 site plan. These are nearing completion. The 11/24/10 version of the status report now identifies the responsible team member for each task, and adds tasks that were inadvertently not included in the original (1/13/10) list. Please review the status of work products for which you are responsible, answer any Questions, respond to Requests, and send me updates for inclusion in the next monthly status report (to be sent on or about December 23). Thank you. Happy Thanksgiving to everyone (a belated greeting to those of you in Canada)!
