Subject: Information Needs for the Hyla Crossing and Rowley Center EIS
The purpose of this memo is to provide a preliminary list of information needed to prepare the
Hyla Crossing and Rowley Center EIS and related technical reports. The following table is
considered a preliminary list, because it is possible that additional information will be required as
the SEPA alternatives are fully defined. Ultimately, all technical reports will need to provide
enough detail for adequate SEPA environmental analysis of redevelopment under the Proposed
Actions and EIS Alternatives.
We recognize that a considerable amount of existing information is available on the project site
and project. To the extent that this information is relevant to the Hyla Crossing and Rowley
Center EIS, it will be used to prepare, or will be referenced in, the document. In particular, we
reviewed the November 2010, SEPA Environmental Checklist and associated technical reports
to prepare this memo. As appropriate, information from those documents will be used to
prepare the EIS analyses. However, since new alternatives will be included in the EIS, certain
information will need to be updated for the EIS.
The following table focuses on information that will be needed to describe existing site
conditions, and adequately describe and evaluate the EIS Alternatives. It is assumed that the
EIS will address two redevelopment alternatives and one No Action Alternative (with two
scenarios). Each of the redevelopment alternatives will reflect a range of uses, densities, and
infrastructure improvements (i.e. open space and roadways), and will be analyzed at full build-
out (assumed to be 2030). This list assumes that, as possible, the Hyla Crossing and Rowley
Center portions of the site will be distinguished to effectively portray future development
assumptions and allow more efficient impact evaluation of the EIS Alternatives.
In addition to information required to describe existing conditions and the alternatives, the end of
this table includes space for the information needs of the technical team members for
completion of their reports. We assume that each technical team member will contact us with
any information needs that go beyond this list. We will update the table, as necessary.
The Information Needs table includes a column indicating our assumption about the team
member/entity anticipated to be responsible for providing the requested information. Where
more than one name is provided in the responsibility column, the first name listed will have the

primary responsibility for coordinating the provision of the information. The table also indicates
the date by which the requested information will be needed (or has been provided), and the
status of receipt of the information (we will periodically update the status column). Refer to the
updated schedule for deliverable dates.

site area that will be the subject of the EIS, and

technical team. The map should be able to be
printed at 11 X 17 inches. EAJBlumen should
be sent a version in PDF or JPG format.
2) Provide an aerial photo of the site with the

Alternatives Information
At this point, it is assumed that there will not be
a preferred alternative for the Draft EIS. It is
assumed that the Draft EIS will analyze two (2)
redevelopment alternatives reflecting a range
of densities, uses and infrastructure
improvements at the assumed build -out year
(2030). In addition, a No Action Alternative
with two (2) two scenarios (existing conditions
plus the approved Hyla Crossing development,
and development under existing zoning plus
the approved Hyla Crossing development) will
be evaluated. The following information is
required for each redevelopment alternative
and the two No Action Alternative scenarios (as
applicable).
