It has been a challenge to move forward with the transit MOU.
I understand Garth had met with Transit previously, then Craig Peck worked with Leigh Kennel to address their
concerns in the 2010. In January 2011 we learned Ms Kennel was no longer with Transit. On January 24 2011
Craig Peck and I met with Peggy Hanson and Sarah Crouch, resulting in what we thought was agreement.
March 28 I learned Peggy and Sarah had resigned and no one at Transit had knowledge of our meeting. I met
with Dan DiGuilio and Tammi Rubert Wednesday 4/27/11 to explain the project to Transit again, and the need
for a transit MOU. Mr. DiGuillo sent me the below e-mail after the meeting.
Attached is the MOU draft that was given to Ms. Kennel, Ms. Hanson and finally Mr. DiGuillo.
I'm hoping the e-mail acceptance below will suffice for completion of this requirement for purposes of the
SEIS. Please let me know if I need to do more with this one at this time.

providing a park and ride lot for persons wishing to use Jefferson and Mason Transit services. We do have some
questions regarding the ingress and egress to and from the lot. However, we believe these issues can be resolved and

MEMORANDUM OF UNDERSTANDING
BETWEEN PLEASANT HARBOR MARINA AND GOLF RESORT, LLP
AND
JEFFERSON TRANSIT AUTHORITY
THIS MEMORANDUM OF UNDERSTANDING ("MOU"), by and between Pleasant Harbor
Marina and Golf Resort, LLP ("Company") and Jefferson Transit Authority ("Transit") is
designed to memorialize the mitigation the Company will provide to mitigate against potential
impacts to Transit associated with the development of the Pleasant Harbor Marina and Golf
Resort (the "Resort").
Jefferson County Ordinance 01-0128-08, paragraph 63(c), provided that the Company enter into
memoranda of understandings to provide needed support for certain public services:
[T]o provide needed support for the Brinnon school, fire district,
Emergency Medical Service (EMS), housing, police, public health, parks
• and recreation and transit ...
The FEIS identified the following potential mitigation measures that the Company would
implement to mitigate impacts to Transit:
3.4.3.6 Public Transportation Impacts
Jefferson Transit Route 1 stops approximately one-third of a mile from the
project site at the intersection of US HWY 101 at Black Point Road,
providing transit service four times per day to the main entrance of the
Pleasant Harbor properties. The applicant proposes to purchase and
maintain a van or small shuttle bus available for guests and tenants to
utilize on an as -needed basis for use in group trip making, coordinated
events, airport shuttle, and other miscellaneous traffic. The applicant also
proposes to work with Jefferson Transit in scheduling and expanding
service as necessary to the resort as well as considering joint opportunities
to provide layover or transit service and facilities within the site.

3.4.2.5 Public Transportation Services
Jefferson Transit Route 1 provides public transportation services in the
area, with a stop on US HWY 101 at Black Point Road, adjacent to the
project site. Route 1 provides Monday to Saturday service to Brinnon,
Quilcene, and the Had lock/Irondale/Chimacum Tri -Area. Service at US
HWY 101 and Black Point Road is provided between 7:10 a.m. until 7:55
p.m. with stops every 2 to 3 hours. Saturday service is provided at the US
HWY 101 and Black Point Road intersection from 8:55 a.m. until 7:10
p.m. with stops every 4 to 5 hours.
FEIS at p. 3-46.
In 2010, Transit received 0.6% of all sales tax generated in the County. Resort construction is
expected to generate $20,000,000 in sales tax revenue and operation of the Resort is projected to
inject approximately $95,000,000.00 in taxable sales annually. FEIS at p. 3-63. This substantial
addition to the sales tax revenue base is expected to more than cover any additional incremental
costs of providing transit service to the Resort.
The Company and Transit agree that the Company shall provide on-site transit stop(s) in the
location(s) shown on the attached sketch as part of the first phase of both the Marina and Golf
Resort are completed, and to prominently maintain a current bus schedule in the Marina District
and Resort areas so the schedule is publicized and easily accessed. In addition, the Company
shall purchase and maintain an operational shuttle for use by Resort guests during the prime
season (May -September). The shuttle shall be in operation before more than 25% of the golf
resort rooms are available for use.
The Company and Transit agree that the mitigation proposed above is consistent with the
requirements of RCW 82.02.020 and is within the authority of the County to require under
Chapter 43.21C RCW and is not duplicative of any other conditions.
This agreement is entered into for the benefit of the parties to this agreement only and shall
confer no benefits, direct or implied, on any third persons.
