This was sent to Penny Warren at WDFW 12/7/2010. The draft re -opened discussion regarding road access to the boat ramp. Craig Peck met with Penny Warren, Steve Sherlock and John Hansen 3/21/11 to discuss their concerns. Garth and Mike Read (transportation engineer) met with Penny Warren, Steve Sherlock and John Hansen at WDFW 5/18/11. Discussion was primarily regarding entrance / exit of the boat ramp access road from Resort property at the parking area of the Maritime Village HWY 101 and Black Point Road. Mike Reid will present minor adjustments to satisfy WDFW request, this should be presented week of 5/23-27. Pedestrian Safety was discussed. Signs will be used to discourage resort visitors from walking on the boat launch road. There was very little discussion regarding possible increase use of the boat launch ramp from resort visitors. Parking was discussed because of current general increased use. Overflow parking is currently using resort property, the dirt parking area south of Black Point Road on hwy 101. Future WDFW overflow parking may include improvement on •WDFW property where the current access road for the Resort property is located. If needed, I will resubmit this draft to WDFW after the access road question is resolved. don Don Coleman Pleasant Harbor Marina Maintenance and Security supervisor don@pleasantharbormarina.com Cell: 206-714-1482 0 308913 US Hwy 101, Brinnon WA 98320 �/ I- (360) 796-4611 (800) 547-3479 Fax: (866) 848-4612 LEASANT HAR C>R Draft October 25, 2010 WDFW Public Boat Launch Use Washington Dept. of Fish and Wildlife THIS AGREEMENT, by and between Pleasant Harbor Marina and Golf Resort LLP (Company) and Washington Department of Fish and Wildlife (WDFW) is designed to address impacts associated with development of the Pleasant Harbor Marina and Golf Resort (Resort), now under regulatory review by the County, not addressed by increased revenue from the proposed Resort and subject to supplemental mitigation to assure concurrency in accordance with the ordinance of approval, Ordinance 01-0128-08 Although the impact of visitors to the Resort is not specifically addressed the question has been raised regarding increased use of the WDFW boat launch facility (boat ramp) by visitors to the Resort. There is concern that The WDFW boat launch: "Currently has acceptable public access, which must be maintained. In addition, the current facility is designed to accommodate use that does not include the intensive resort development proposed. If even as little as 5% of the resort visitors bring a boat to launch to take advantage of the easy access to Hood Canal, it would overwhelm the present facility. A thorough discussion of the impacts of trailered boats belonging to resort visitors is needed. Substantial improvements to the existing launch facility may be required of the development to accommodate the increased use at the launch " The boat ramp is a recently improved facility that each year sees more use from local people and visitors to the area. It is impossible to accurately predict the impact the Resort may have on increased use. Currently the boat ramp gets extensive use from the Tribes as a convenient location for off loading catch and selling to buyers as well as launch of small boats for Tribal fishing use. Peak recreational use occurs during Shrimp season, Crab season and Salmon season. There is limited use of the boat launch for recreational boaters outside of these fishing seasons. To mitigate the concern of possible unacceptable increase of use of the boat launch by Resort visitors, the Resort offers the following. 1. Marketing materials and promotions will not include promotion of the WDFW boat ramp. When asked, the Resort will provide information regarding the boat ramp. 2. The Resort will provide trailer parking space for Resort visitors that bring small boats. 3. The Resort will be aware of peak seasonal usage of the boat ramp and provide information for alternate launch sites as needed to reduce the impact on the Pleasant Harbor boat launch. 4. The Resort will work with WDFW to monitor any increase of boat ramp use caused by Resort visitors. 5. If in fact Resort visitors are found to overwhelm the current facility the following options may be considered. a. Offer additional "overflow" parking for boat trailers b. Work with WDFW to find funding for expansion of parking at the facility c. Work with WDFW to expand the current facility to include a second ramp. d. Work with WDFW to improve traffic flow and efficiency at the existing ramp. 6. WDFW currently owns property that is not developed for use adjacent to the boat ramp. The Resort will partner with WDFW to find ways to improve this property if needed to accommodate increase of use.
