Subject: RE: Revised Scoping Memo
Hi David Wayne,
Here's the status on the MOU's and agreements I've been working on.
1. Jefferson County Sheriffcomplete
2. Health Care
complete with Jefferson General. No agreement needed with Mason General.
3. Transit complete
4. Brinnon School complete
5. Parks Not Needed Per David Wayne Johnson, not needed for County or State parks
6. Housing submitted, waiting for approval 10/1/2010 draft was sent to David Wayne Johnson,
Jefferson County, David Wayne requested projected manpower and wage information, sent manpower and
wage projection 5/11/2011, follow-up sent to David Wayne 8/10/11 asking if questions were answered, reply
was yes.
Fire / EMS not complete Changes to the site plan will need to be reviewed by the Fire Chief. I will
resume negotiation when we can present the new site plan.
8. Invasive Tunicate, WDFW submitted, waiting for approval WDFW, submitted October 2010. Forwarded to
• Bill Tweit WDFW. Expected response by July 2011 from Mr. Tweit. Follow-up e-mails to Mr. Tweit 7/25/11,
8/5/11 & 8/26/11 with no response. E-mail sen 8/26 was deleted without being read. WDFW may have
eliminated part or all of their research budget for invasive tunicates, I've copied the follow-ups to David Wayne
so he is informed. I would like to submit my draft to County indicating our intent to continue to cooperate with
WDFW and their research/monitoring efforts as we have in the past.
Boat Ramp, WDFW Craig Peck has presented an alternate access plan to WDFW along with a plan for
overflow parking. The plan was well received by WDFW. This should resolve concerns about possible increase
use and access.
10. Conservation Easement Statesman attorney is reviewing and possibly revising the approach for the agreement. I
am waiting for a revised document to present to the Tribe.
11. Tribal Agreement / approval 5/11/2011 1 e-mailed Jessica Coyle at Pt Gamble / S'Klallam tribe with updates
to project, information on water quality agreement, and confirm their questions have been answered. I
received no further questions or comments. I have had other correspondence with Jessica regarding the water
quality agreement for Pleasant Harbor and how they may or may not be able to assist with sampling. David
Wayne Johnson at Jefferson County was copied on the 5/11/2011 e-mail to keep him informed of our efforts to
work with the Tribes. Through the summer we have also invited tribal participation in events at Pleasant Harbor
in order to demonstrate our intent to involve the Tribes and promote cultural activity within the Resort.
If there is anything else I should be working on please let me know.

0ubject: Revised Scoping Memo
Garth,
Attached is the revised Scoping Memo we discussed at our last meeting (hard copy sent US mail). The memo amends
the prior memo of March 2010 to include the new set of Alternatives.
Also, I'd like to know where we are with, and who will be producing the following technical reports:
• Air Quality/GHG/Climate
• Lighting/Dark Sky Proposal
• Energy/Co-Gen
And the status on the remaining MOUs?
Craig and I will be working to complete the new Preferred and No -Action Alternative Narrative so the Tech Team can
complete their final reports.
