I understand from Craig that we are moving forward on the SEIS for the zoning code and development agreement without
final approval of the water or sewer plans. The development agreement was initially drafted to incorporate those
approved plans. Does the County have a preference in how we address water and sewer in the development
agreement? It sounds as if the plans are in draft form and are waiting for Ecology's review and comment (which can take
forever). I could draft the development agreement to reference the drafts and commit development to the final approved
plans.

Attached are the "Introduction, Narrative Description of the Alternatives and Construction Phasing/Sequencing
Proposal," a Matrix comparing Alternative 1 and 2 (the preferred alternative) and site and phasing plans of the these
two alternatives. Please review these documents thoroughly. The information and language in the Narrative should be
used for consistency among all reports, but use your own discretion on how much you choose to use within your
reports. The same format used to produce reports for the FEIS is sufficient.
