HomeMy WebLinkAbout057REQUEST FOR PROPOSALS SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REQUEST FOR PROPOSALS: Jefferson County Department of Community Development (DCD) is seeking consultant services to complete a Draft/Final Supplemental Environmental Impact Statement (SEIS) for the Pleasant Harbor Master Planned Resort project action. BACKGROUND: On January 14, 2008, the Jefferson County Board of Commissioners approved a comprehensive plan amendment to establish a boundary for a Master Planned Resort to be known as the Pleasant Harbor Marina and Golf Resort. The Pleasant Harbor Master Planned Resort (PHMPR) is proposed on approximately 257 acres of the 710 -acre Black Point Peninsula along the western side of the Hood Canal south of Brinnon, WA. A condition of that approval was that all subsequent project -level development be analyzed in a SEIS. Work to date on the SEIS has included: • Scoping • Analysis of three alternatives • Completion of draft technical reports • Contract with a peer review team (ESA Adolfson) to review technical reports and the draft SEIS WORK PLAN: Responders to this RFP shall submit and have documented with examples a demonstrated ability to work closely with staff and peer review to complete an EIS that will withstand intense scrutiny and legal challenges. The selected Consultant will report directly to and invoice DCD. A brief summary of the anticipated work plan includes: • Budget/Rates • Review and coordination with County staff and peer review team on work completed to date • Production of preliminary and final Draft SEIS • Attend a public hearing of the Planning Commission's review and recommendation of the SEIS • Produce Final SEIS INFORMATION AVAILABLE: Information specific to the project and SEIS including Project Description, Alternatives, Scoping Memo, Adopting Ordinance, etc. can be found on-line at the following link: http://www.co,jefferson.wa.us/commdevelopment/Brinnon MPR htm SELECTION PROCESS: Consultant selection will be based on review of proposal, short listing, and interviews.
