Dear Consultant,
DCD would like to thank you for your submittal of our Request for Proposals to draft the Supplemental
Environmental Impact Statement of the Pleasant Harbor Master Planned Resort. It was a very difficult decision
because both consultants were extremely qualified, experienced and clearly demonstrated a high level of
expertise in this area. In the end, we chose to go with EA/Blumen of Kirkland because of the team approach
they presented, which we believe will serve us better by providing the coverage, cross-checking and support
necessary to produce a timely and defensible SEIS.
