HomeMy WebLinkAbout063VICKI MORRIS CONSULTING SERVICES SEPA/NEPA DOCUMENT PREPARATION AND PERMIT ASSISTANCE October 10, 2012 TRANSMITTED VIA E-MAIL TO: Stacie Hoskins, SEPA Responsible Official shoskins@cojefferson.wa.us David Wayne Johnson, Associate Planner dwjohnson@cojefferson.wa.us Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 Re: Settlement of the Account of Vicld Morris Consulting Services for Services to Prepare the Pleasant Harbor Master Planned Resort SEIS Dear Stacie and David: As I have communicated to you by telephone, I am still owed a substantial sum of money by Statesman Corporation for services to prepare Jefferson County Pleasant Harbor MPR SEIS project documents that, with minor updates, are posted on the County's website and have been provided to EA-Blumen, recently selected by the County to complete the SEIS. I submitted my documents to the County immediately upon my resignation from the project last spring (e.g., I did not withhold them) because I trusted that Statesman Corporation would continue in their professional integrity to pay me in full for my services to prepare documents that provided the direction needed by the technical team and positioned the SEIS to move forward. I resigned from providing services directly to Statesman Corporation on March 28, 2011 for reasons that include: Washington State law requires the SEIS to be prepared under the direction of Jefferson County as the SEPA Lead Agency, not under the direction of the applicant (WAC 197-11-420[1]). Communications between me and Statesman Corporation that led to my resignation occurred on March 23-24, 2011. I am due compensation for services provided and documents completed prior to that date. Further, I am due this compensation before Statesman Corporation is allowed to enter into a contract with another EIS consultant for services to complete the Pleasant Harbor MPR SEIS'. I am writing to request that you not allow Statesman Corporation to execute the 3 -party contract you have offered, and/or that you not authorize the new consultant to proceed, until Statesman settles their account with me in full.
