Land Water lnterface (LWl)
. Construct and operate two LWI structures in intertidal zone, modiff the existing Port
Security Banier (PSB) system in Hood Canal, and construct abutments connecting the
LWI to the shore to enclose the Navy Waterfront Restricted Area (WRA).
. Construction would occur over a two year period. ln water construction during the first
year may involve pile driving and would occur July 2015 through February 2016.
Following construction of the LWI, construction activities may occur in water up until
February 2017 .S0-year design life.
Service Pier Extension (SPE)
. Relocate SEAWOLF Class submarines SSN-21 (SEAWOLF) and SSN-22
(CONNECTICUT) from NAVBASE Kitsap Bremerton to join SSN-23 (JIMMY CARTER) at
NAVBASE Kitsap Bangor to consolidate the berthing and support.. Construct and operate an extension to existing Service Pier in deeper waters of Hood
Canal.
. Construct and operate associated facilities supporting the SPE to include a Maintenance
Support Facility, Pier Services and Compressor Building, a pier crane, and utility
upgrades including an emergency power generator facility, and an upland parking lot.
. Construction would occur from April 2015 through March 2017.ln the water is planned for
July through February of each year, beginning in July 2015 and concluding in February
2017. S0-year design life.

Comply with DoD directives to protect Navy OHIO Class Ballistic Missile submarines
(TRIDENT submarines) from increased and evolving threats and to prevent the
seizure, damage, or destruction of military assets.
SPE
Eliminate deployment constraints and improve maintenance of SEAWOLF Class
submarines.

Enhance security within the WRA. Protection of strategic military assets is a
vital national security conoern. Aggressive security improvements within the
Navy pre-date the USS Cole incident and the terrorist attacks of September 11,
2001,enQ continue today.

Remove restrictions on navigating SEAWOLF Class submarines through Rich
Passage under certain tidal conditions.

lmprove long-term operational effectiveness for the three SEAWOLF Class
submarines at NAVBASE Kitsap Bangor.x
Provide berthing and logistical support at the Navy's submarine research,
development, test & evaluation (RDT&E) hub which is located at NAVBASE
Kitsap Bangor.

lmprove submarine crew training and readiness through co-location of the
SEAWOLF Class submarines and crew with command functions at NAVBASE
Kitsap Bangor submarine training center.

- Planned 730 ft long pier with up to 82, 24-inch diameter steel piles at southern location
Jnstall mesh/grate with sensors extending from bottom of pier \iralkway to the seafloor
-lnstall Five 30 foot tall towers on the piers to support lights and security devices.. Modify and lengthen segments of the existing PSB system to connec[ to seaward ends of LWl, install
additional PSB segments, and construct PSB anchors.
LWI Altemative 3 (PSBs Modifications):. Modiry and lengthen existing PSB system to extend across the intertidal zone and attach to shoreline
concrete abutments.
PSBS urould occur at the same north and south locations as the pile supported pierc albmative.

Common Elements of the SPE Alternatives:. 3,100 SF Pier Services and Compressor Building. 1 Pier crane. Shore side emergency diesel generator facility. 50,000 SF shoreside Maintenance Support Facility (MSF) built within existing parking lot. 6 acre new parking lot and lay down area near proposed MSF. The pier extension would be constructed using both impact and vibratory hammers.
