Johnson Jeff Caton RE: Pleasant Harbor Air Quality Report Hi, David Wayne - Jeff Caton and I have reviewed the draft Air Quality Technical Report you provided earlier The report acknowledges Washington State policy initiatives on Greenhouse Gas Emissions, and provides qualitative and quantitative assessments of GHG emissions for both construction and operations. The report also identifies mitigation measures that would reduce unmitigated emissions by more than the Ecology-recommended tt%for projects expected to emit more than 25 metric tons of GHG. ln our opinion, the report adequately addresses Jeff s earlier review comments on a previous draft AQ report (provided in November 2AL1l, and is sufficient to serye as a backup technical report supporting an Air Quality section of a SEPA Supplemental ElS. We are unable to audit the mitigation measure calculations provided in the PDF formatted document we reviewed, so have only taken those at face value. Also, the report will need a bit of rewriting by the EIS authors to match the format of other EIS sections and to better conform to SEPA EIS standards, but that rewrite is more an editing effort than a substantive one. I hope this review proves useful as you begin the actual EIS preparation. Please let us know if we can provide additional support during the EIS process. Thanks! What we are looking for in the peer review is twofold: 1. Does the GHG report address the comments Jeff Caton made (November 9,201.11 regarding an earlier version of the "Climate Action Committee Report" submitted by Statesman as their required Air Quality Report for the SEIS? 2. ln your professional opinion, is the GHG Report sufficient as an Air Quality Technical Report necessary to support the Air Quality element of an SEIS?
