prices that have significantly changed since 2006, I am fairly confident that any counts we would take to update existing conditions
would be significantly lower than those originally collected. As such, the original baseline assumptions and forecasts remain very
conservative.
The applicant has wished to begin construction for quite some time, but given delays in this process, has not been able to begin
construction. The 2017 buildout year is still valid given the planned construction scheduled and revisions to the site plan/construction
phasing.
I sincerely hope this addresses the new questions raised below. In conclusion, there is no basis to update our previously issued
addendum. I concur with the statement from the County, in that the hndings and conclusions regarding off-site mitigation, site access
and WDFW access revisions remain valid with or without implementation of the shuttle bus.
As we discussed over the phone earlier this week, the trip reductions for shuttle bus trips were applied to the conditions during "peak
use of the facilify", and reflect group events associated with conferencing activities when groups would be coming to/from the airport
and offering "tour" eyents while on-site. In general, our analysis assumes a very conservative approach to overall site trip
generation/utilization ofthe facility, when peak occupancy, conference utilization, golf, and other on-site uses would all occur
simultaneously. During these periods, the applicant does expect 2 eight-hour shuttle bus work shifts to accommodate the demand,
which assumes a 4-hour round trip between the site and SeaTac Airport.

As l'm reading the updated transportation report (dated L-30-12),1 noticed that it did not include updated existing
traffic volumes and associated existing LOS. ls the updated transportation report base the project's impacts on 2006
traffic volumes? Does it use a ZYo growth rate (as noted in Attachment A) to get to the base year (2011 or 2012l'?

The buildout year appears to be 2017, which is a 1"0 year buildout from the 2007 FEIS. Should this date be revised?
Also, although of lesser concern, the collision data also is not updated in the updated transportation report, which is
from 2003-2005 in the DEIS.
Just questions to raise for Public Works and TENW...

Thanks for the opportunity to review the revised Transportation lmpact Study
As per my previous comments, Public Works believes that the potential trip reduction from the shuttle bus service to
Sea-Tac Airport (TlS, Page 7) overstates the actual reductions that will be achieved. The TIS assumes that there would be
4 daily shuttle bus round trips to Sea-Tac Airport. Since a round trip would take approximately 5 hours, at least two trips
would be in the very early morning and late at night. lt is unlikely that these trips would carry 40 passengers. Also, given
that many resort guests would also choose to have their own automobiles for trips to destinations such as Port
Townsend and the Olympic National Park, it is unlikely that the mid-day shuttle trips would carry 40 passengers.
However, even assuming that the potential trip reductions are achieved, the project trip generation still warrants the
previously required mitigations, including the traffic improvements at the US HWY 101/ Black Point Road intersection
and the improvements to the Black Point Road structure and roadway width. This is acknowledged in the TlS.
