We've discussed the area of the SEIS, and it's clear that the development regulations (DRs)will apply to the Pleasant Harbor Master Planned Resort in its entirety, although the marina area benefits from the existing binding site plan (BSP). Willyou recommend the BSP be written into the DRs so that the uses and footprints are limited to those in the BSP? I understand we aren't addressing the environmental impacts because the BSP is already approved, but the DRs will need to address development in the entire MPR and there is interconnection between the areas. For example, o Three of the streams in the BSP area are in the MPR, and what has been proposed is consistent with the BSP. What if the developer proposes something in the future that is not on the BSP? Will we have DR's to go by? o The zip line is proposed to connect in the marina area. Thanks! What if the County were to receive a similar application as ours? Would this application be required to pursue the same Optional Scoping expense? 5) Please read the report from Geo-Engineers where they describe 5 streams which are mainly inactive except the very wet season. A few comments are in the margin, primarily regarding the WDFW access road realignment. lf the WDFW is included in the SEIS, additional information will be added where noted, upon receipt from the applicant's team. lf the realignment is treated as a separate action that will require separate environmental review, these notes will be deleted from the body of the document and the WDFW access road will be addressed in the SEIS as shown in Section 2.6. Please review the Word document and make any direct edits in Track Changes within the document. Also if you have any specific comments regarding a sentence/paragraph, please insert those comments directly into the document as well. Any other global comments or comments about the figures may be made via e-mail to me, with a cc to David Johnson. Please also cc David Johnson when you send me your edits to the Word document. Per the schedule, please complete your review in one week, by 10 am on April 2nd. At that point, we will consolidate all the edits and comments and revise the document accordingly. This fulfills Task 1 of Phase 2 of our contract. We are currently progressing through Task 2 and 3 of Phase 2 (Preliminary Draft SEIS).
