The Preliminary Draft SEIS for the Pleasant Harbor Golf Resort is ready for review by the team, including the applicant
and Jefferson County. See below for instructions to access the Preliminary Draft SEIS via the EA FTP site.
How to Read the Documents
The Preliminary Draft SEIS is broken into two volumes: Volume 1 (Fact Sheet, Chapter 2 - Description of Proposal and
Alternatives; and Chapter 3 - Atfected Environment, lmpacts and Mitigation Measures, for each element) and Volume 2
(Appendices). Volume 1 is provided in a single PDF, with the graphics embedded in the document. This is a printable
version, if you desire to print it out to assist you in reading the document.
Volume 1 is also provided in MicrosoftWord for your review and editing. Each section in Chapter 3 is provided
individually, in addition to Chapter 2. (Please note that Chapter 2 shows the edits made per the previous round of review
for that chapter, as shown in track changes.) Chapter 1, Summary, will be drafted after this round of review to ensure the
summary reflects all edits made by the applicant and team during this round of review and reduces the need for
duplicative edits.
Volume 2 - Appendices (including the technical reports) is provided in PDF format, with the referenced documents
grouped by topic area/section (e.9, the Plants appendix contains 3 reports/documents pertaining to trees and vegetation)
Chapter 3 of the SEIS is organized by sections, each reflecting a different environmental element identified in scoping
The first 7 sections relate to the natural environment, and the remainder of the sections relate more to the human
environment. For each of these sections, the information is presented as follows:
Affected Environment
2007 EIS - summary of existing conditions in the 2007 EIS section (some sections are new in the SEIS and the
elements were not analyzed in the 2007 EIS; if so, this is noted)
SEIS - additional information about existing conditions since the 2007 EIS
lmpacts
2007 EIS - summary of impacts in the 2007 EIS section
SEIS - impacts from SEIS Alternatives 1 and 2 and how these compare to the 2007 EIS impacts
Mitigation Measures
2007 EIS - mitigation measures from the 2007 EIS (grouped by whether they have been met or will be met prior
to construction or operation)

BoCC Conditions - the BoCC conditions pertaining to the particular section (grouped by whether they have been
met or will be met prior to construction or operation)
SEIS - additional mitigation measure for SEIS Alternatives 1 and 2
There are some yellow highlights within certain sections. These highlights either reflect assumptions made by EA that
need to be confirmed by the team or missing information that needs to be provided by the team. Please review these
carefully and provide feedback where needed.
Two items of information are still being generated by the applicant: the WDFW road (existing conditions and impacts) and
energy impacts (PUD memo/report). The information regarding the WDFW road will be incorporated in the natural
environment sections as appropriate; the transportation section and Chapter 2 already include some discussion of the
WDFW road. The PUD memo/report that will outline the impacts of the Pleasant Harbor resort on the PUD capacity, and
what additional infrastructure will be needed at what stage will be incorporated in Section 3.8. This memo/report may not
be completed until after issuance of the Draft SEIS; if so, it would then be included in the Final SEIS.
How to Edit the Documents
For each document, please provide all edits in track changes in Word. Please provide comments using the comment
button in Word, rather than embedding the comments in the text (lf this button is not on your toolbar, just right-click on the
toolbar, and select Reviewing - this should add reviewing buftons to your toolbar. The comment button is a yellow
rectangle that says New Comment when you hover over it).
The applicant and County shall provide a single edited version per agency/company. The applicant shall choose one
poinUcontact person who will coordinate the edits for that team. David Johnson will be the point person for all County
comments/edits.
Within the FTP site, a separate folder is provided for both the applicant and the County for your edited Word documents
after your review (these folders are currently empty). Please upload your edited Word documents into the appropriate
folder - in Windows Explorer, drag and drop the edited documents into your team's folder on the FTP site. The folder
should ultimately contain all 19 sections of Chapter 3 with edits in track changes. lf your agency/team has no
comments/edits on a particular section, please e-mail me notifying me which sections were reviewed but no edits were
necessary.
Please note that our scope indicated that comments on the Preliminary Draft SEIS will be due within 2 weeks of the
submittal to the team. Please upload all edited documents to the FTP site by 5 pm on Monday, June 3d.
