I don't think the placement of Harborview House and its parking should necessarily hold up the issuance of the Draft ElS.
I am assuming that the impervious surface area (building footprint and parking) will generally remain the same. We can
discuss that the exact placement may vary slightly, and we can show the revised site plan in the Final ElS.
l'd like to clarify an issue about the binding site plan. The initial language in the Preliminary Draft EIS stated that the
binding site plan allows "re-modeling or completion of previously approved structures within the existing building
footprints". However, Craig revised this language when it occurred to add "or where shown under the Binding Site Plan"
Can you clarify what this Binding Site Plan allows and where?
Also, the Preliminary Draft EIS indicated that "Under the No Action Alternative, it is presumed (based on the
Comprehensive Plan MPR designation for the property and absence of site-specific
zoning)[1]<http://web.mail.comcast.net/zimbra/public/blank.html#_ftn1>, that the site would not be further developed
at this time. Campground use of the Black Point Peninsula property could resume under the existing Conditional Use
permit MLA03-00577." This is consistent with the SEIS scoping summary that stated that "no new development" would
occur under the No Action Alternative. David made a comment in the Rural Character section that the No Action
Alternative would allow development under existing zoning. This isn't consistent with Chapter 2 (Description of the
Proposal and Alternatives)that the team reviewed previously. While the original 2007 EIS defined the No Action
Alternative as development under existing zoning which included additional single-family development and a 9-hole golf
course, we believe it would be more conservative to stay with the No Action Alternative definition in the SEIS scoping
summary, as stated above. The SEIS would analyze the full spectrum of impacts from truly "no action" to full buildout of
the resort, and avoids speculation of future development of the area (like a 9-hole golf course)which could narrowthe
range of potential impacts.
I will try to touch base with you today, David, to discuss these issues. I will be out of the office Tuesday through Thursday
of this week, but I will be in today (Monday) and Friday.

All not quiet but we have issues to work through. Drafts of WSP and GSP not submitted to agency as yet - potentially
this week.
We are working on placement of zip line. Still waiting for topo survey that locates "significant" within the stream buffer
I want to avoid those trees if possible with Tree Top Adventure facilities.
Placement of Tree Top Adventure affects placement of zip line beginning which in turn impacts placement of
Harborview House and its associated parking.
I thought that the site plan should be "accurate" regarding Harborview House and its parking. lF that is not the case
Karen - perhaps we could move forward with what we know - that being there will be a zip line and site plan may be
revised in the future to deal with placement of building and parking. Please advise.
We do know from David that additional permits will be required for the list of permits since we may revise the BSP and
will require a Shoreline permit for zip line.
Stage 1 Phase 1 may change to remove WRP and add Maritime Building and move WRP to Stage 1 Phase 2. This change
dependent on sufficient soils on Fairway 1,4 for proposed large onsite septic system (future component of WRP) for
sewage treatment/disposal on interim basis for Maritime building.
