Planning Commission Update on Pleasant Harbor SEIS

Michelle,
Based on our meeting last Friday, I have the latest on when we can expect a draft SEIS for review by the Planning
Commission.
Currently we are waiting on the Applicant to provide additional information (see attached list of L8 deficiency items) to
the Consultant. Once the Consultant has received that information, the Consultant will produce a preliminary draft SEIS
within two weeks, The County and Applicant will have one week to review and comment. The Consultant willthen
finalizethedocumentandcoordinateproductionofthedraftfordistributionwithinoneweek. lnotherwords,Adraft
SEIS should be ready for review within one month of receiving all the additional information on the list. However, we
need to consider timing and coordinate on how and when exactly the draft will be released to the public and Planning
Commission. Attached is my draft roll out strategy for that release that envisions an "Open House" type meeting, which
could be a special meeting in addition to the regular PC meeting.

As requested during our conference call with Kitsap County yesterday, here is the list of outstanding items that will need be provided to EA to
complete the Draft SEIS for Pleasant Harbor:

17, Clarification of compliance with the first part of BoCC 63(g) - "The developer shall commission a study of the number of jobs
expected to be created as a direct or indirect result of the MPR that earn 80o/o or less of the Brinnon area average median
income (AMl)." The 2012 Jobs Study, Summary of Pleasant Harbor lmpact': Job Crcation and Value Added to National
Economy, did not include salary levels of proposed jobs and/or comparison the the Brinnon AMl. Garth noted that "Aaron Goforth of

Draft "Roll-Out" Strategy for Pleasant Harbor Draft SEIS
Once release date is established:
o Schedule BoCC afternoon information session - "where we are in the process; what to expect"
. Report at regularly scheduled Planning Commission meeting - TBD
o Draft Notice of Availability of Draft SEIS to include:
o General information on SEIS and important facts to be aware of (the project has
changed since the FEIS)
o Where to get a copy (free on-line; at SOS print shop; CD available for purchase at Open
House; Desk Copy at DCD)
o "Roll-Out" Open House information
o Draft Press Release to include all of the above plus update to webpage
o Release Draft SEIS with 45 day comment period
o Conduct Open House with Applicant and Consultant in Brinnon (Schoolhouse)
o Present and participate at regularly scheduled Planning Commission public hearing with
Applicant and Consultant
