Pleasant Harbor Revised Preliminary Draft SEIS
David and Craig,
Here are the revised sections of the Preliminary Draft SEIS for Pleasant Harbor for your review. As you may (or may not)
recall, EA submitted a Preliminary Draft SEIS in May 2013 to the applicant team and Jefferson County for review. This
review was completed by July 2013. Since that time the applicant has revised the site plan and drafted additional reports
for inclusion in the SEIS. This Revised Preliminary Draft SEIS addresses the comments in mid-2013 by the applicant team
and County and revises the appropriate sections/chapters of the SEIS per the revisions in the site plan as well as the
additional reports that have been submitted since May 2013.
The files are in MS WORD and in track changes mode with comments. Please make any changes in track changes mode
and add any comments with the comment button (not embedded in text). As we discussed, please provide one set of
comments from your team (David is the point person to collect comments from the County; Craig is the point person to
collect comments from the applicant team). This assures consistency of comments within the internal teams. Thank you.
I have also uploaded the revised site plan/phasing plan for Alternative 2 to aid in your review. All other figures are the
same as the initial Preliminary Draft SEIS, with the exception of the SEIS site boundary figure, which we'll revise for the
final document.
The Pleasant Harbor General Water Plan and General Sewer Plan are not complete as of this date. New economic
reports were generated in November 2013 and we attempted to incorporate these reports into the appropriate section,
but the applicant indicated that the information in the economic reports was incorrect and needed to be revised. We
are anticipating that the revised economic reports will be completed by late April 2014.
Since these reports have yet to be submitted, please be aware that additional revisions will occur to the Section 3.11,
Employment and Housing, Section 3.15, Utilities, and Section 3.18, Economic Analysis. Portions of the impact summary
table in Chapter L may also be revised per changes to these sections after receipt of the final reports.
