Consultares has met with the Washington State Deparrnent of Ecology regarding this GSP.
Comments and suggestions from this government offices have and / or will be considered
addressed, and revisions have and will be made to this document producing the final and formal
GSP submittal document for approval.
We believe this GSP will be readily processed, and approved by the various interested parties of
the DOE Agency regarding the Project's handling of this essential utility of sewer service for the
approved land uses as a result of your development planning efforts and sewer system

GEIYERAL SEWER PLAN PREAMBTE
On or about 2013 May 14, Mr. M. Garth Mann and Consultares rcached agreement for
completing this General Sewer Plan engineering for the necessary planning document for review
of the Washington State Departnent of Ecology to assure proper facilities and installations
provide the quality of environmental conditions any such sewer system should have.
If the GSP is approved by DOE, it also has determined that the proposed sewer system is
considered to be adequate for installation after proper preparation of professional engineering
design and submittal to DOE of construction plans and specifications.
The Executive Summary op€ns with a description of the whole of the Project by The Statesman
Group, Development Owner, Mr. M. Gartb Mann. This General Sewer Plan [GSP] identifies
analyses, pro's and con's, provides key maps for visual understanding, presen8 the findings,
determines conclusions, provides recommendations of facilities, and presents the Total Sewer
Project Cost Estimate to achieve ultimate build-out. Further, the GSP estimates a potential
summary schedule that begins with this General Sewer Plan, and ends with wastewater service
connections to each structure planned which brings the wastewater sewer utility into operations.
The appendices to this document are found in a section primarily for references that holds a
number of reports as prepared and completed by consultants retained by The Statesman Group,
and holds some governmental documenls as produced by governmental jurisdictions, including
portions of the Revised Code of tfr/ashington [RCW's], portions of the Washington
Administrative Code [WAC's], and portions of the Jefferson County Ordinance approving the
MPR that are specifically pertinent to the preparation of this GSP, along with other agencies
providing guidance in utilities planning and design.
Following this preamble and next the Executive Summary section of this GSP, is a list of
regulatory obligations in the preparation of the document. Please note also that while the
regulations are generally the sarne or similar, we have for clarity purposes shown both the
WAC's and tlre DOE "Orange Book" when the two sets of regulations have differing language.

Executive Summary
This Document is pre-destined to be submitted to the Washington State Departnent of Ecology,
Southwest District Turnwater, WA. When the submittal is made to the DOE, a well experienced
Mr. David Dougherty, PE, Environmental Engineer for the DOE, will be the leader on review of
the Pleasant Harbor General Sewer Plan.
The PH Resort is located approximately at the middle on the west bank of the Hood Canal, on
Black Point which consist of several hundred acres. The MPR consumes a245 acrcs portion of
land located along the west portion the Black Point peninsula- This land previously was used as
a vacation grounds for camping and leisure. At presenl the camp grounds are vacated and no
activity is present.
The development planned for the Pleasant Harbor Marina and forthe Golf Course, all supported
by significant number of residential condominiurn units, along with plenty of day(s) rentals, and
all such development is conditioned by the Jefferson County Master Planned Resort by
Ordinance of the Board of Jefferson County Commissioners. The Wastewater Reclamation Plant
is not permitted for discharge in any way into the Hood Canal. The Wastewater Reclamation
Plant will produce a Class A discharge, however, the produced Class A treated wastewater is to
be delivered to a surface storage release into Kettle B. Kettle B will be slorage for fue
suppression, irrigation, and SmartFire activities.
The Jefferson County Ordinance established the limited key arnount for the consumption water
utility, which then imposes a limit on the sewer utility. As a result, the planned Wastewater
Reclamation Plant has been designed size for ultimate use, however there are three phases of
constnrction to reach the ultimate use. Its ultimate capacity will be approximately 100,000
gallons per day as usage provides. Phase I cost of construction is estimated at $5,800,000, wittl
an ultimate project cost of approximately $8,200,0001.
The sewer system of collection piping and some purnp stations of Phase lis estimated at
$750,000, and will be installed consistent with the schedule of facilities being constructed as
needed for collection and transrnission to service each new sfircture.
The storage of Class A water as produced by the WRP, and rainfall nuroffon the site, will be
stored and used for fue suppression in Kettle B, and this fue suppression utility will be a separate
utility. Neither sewage nor fire suppression shall be linked in any fashion.

AFFECTED ENI/IRONMENT
The MPR area presently has no existing centralized wastewater collection or treatment/disposal
infrastructure.
Existing wastewater collection, Eeatment, and discharge systems including a LOSS [Large On-
site Sewage Systems] within the MPR area are currently owned, operated, and maintained by
The Statesman Group. There is however, one exception within the Master Planned Resort
[!PR] which is a daily rental Bed and Breakfast structure personally maintain by the onsite
sowage disposal system for that structure alone.
The Statesman Group current facilities consist of gravity sewer collection systems, septic and
pump tanks, pumps, forcemains, and subsurface drainfields. There are several Onsite Sewage
Disposal Systems (OSDS) thnoughout the campground area that are currently not in use. These
include systems near resroom buildings, the lodge building, and the enhance building.
The drainfield for the marina is located outside the MPR boundary on the hillside west of U.S.
Hwyl0l, which is also owned by The Statesman Group. The OSDS at the marina has a waste
volume large enough to require regular inspection by the Washington State Departnent of
Health. The other systems within the MPR are subject to local Health Departrnent regulations.
P OTENTU L IMPACTS DURNG CONSTRUCTION
Alternative 2
Alternative types of collection systems, or some combination of two types of systems, are being
considered to serve either development alternative within the MPR: construction of a new
Savity sewer system and/or individual building sewer pump station and forcemains connected to
the gravity sewer system. The system may be constnrcted within easements located under or
adjacent to roadways or across golf course fairways for efficient conveyance. The existing septic
and pump tanks and subsurface drainfields would be decommissioned in-place or removed.
Construction activities related to installation ofthe collection and conveyance system may
include temporary disruptions in service to some customers; noise and dust during the
construction phase; and constnrction-related fraffic to deliver pipe and other materials to the
construction sites.
A new wastewater reclamation plant (WRP) would be safely designed to ultimately handle and
Eeat 280,000 gallons per peak maximum day of wastewater. Constnrction of the WRP would
begin within Phase I of the project. The Marina area and existing LOSS would continue
operations of the existing facilities until the WRP is completed. No other new development will
be approved for occupancy of any such proposed buildings within the MPR except for the
Maritime proposed stnrcture upon completion of the WRP. Constuction would result in
construction-related traffic for bansport of material to Ore site, noise and dust associated with
earthwork activities, and the operation of constnrction equipment on the site. See Figures found
in IIR Esvelt WRP Report in the appendix.
Construction of a gravity sewer collection system would generally have a longer construction
duration than consbuction of a pump station and forcemain system because gravity sewers are

placed deeper than forcemains. Deeper pipelines require longer excavation and backfill periods
of time, and are more likely to encounter difficult constnrction conditions such as large glacially-
deposited rocks.
Alternative I
The constnrction impacts to develop a wastewater ueatment and conveyance system within the
Alternative I development scenario would be similar to those described for Alternative 2.
No Action Alternative
No new wastewater collection, teatrnent and disposal system would be required on the MPR site
in the near future if the No Action Alternative were selected.
P OTENTU L D EYE LOP E D.C ON D ITION I MPACTS
The Pleasant Harbor Wastewater Technical Report (Ewel! January 2012) developed wastewater
flow and loading projections based upon the MPR projected build-out population. The per capita
loading projections are inclusive of residential, commercial, and public facility land uses. The
loading projections were used to evaluate the necessary capacity of improvements for future
wastewater conveyance, treaEnent, and reuse facilities.
Operation of the new wastewater collection system, conveyance system, and treatment plant on
the site as proposed would result in tansportation impacts for waste sludge from the site to a
processing facility, fuel for standby generators, and chemicals for the treaknent processes.
Waste sludge would be hauled by tanker tnrcks along U.S. Hwy l0l to the keahnent facility near
Shelton. Fuel and chemicals would be hauled to the site.
Operation of a new wastewater reclamation plant on the site wouid result in increased noise
levels, release of odors, and energy consumption. Each oflhese impacts are described in greater
detail in HR Esvelt technical report in the Appendix.
The applicant proposes to create a sewer utility special purpose district to own, operate, and
maintain the new wastewater heatment and conveyance systems under either alternative. System
user fees would be paid to the district by its constituents to cover costs of the system. These costs
would be expected to increase over time due to the increased cost of supplies and labor.
MITGATION MEASURES
Mitigation measures for the wastewater collectioq trreatnen! and reuse requirements of
Alternative I or 2 would be roughly the same given the similar size of the development and
resulting impacts. The wastewater heatrnent plant is proposed with a treatrnent process that will
discharge Class A treated wastewater to the inigation pond to mix with collected storm runoff
This water will be used to inigate the golfcourse and landscape areas, and to return water to the
aquifer.

Applicable Regulations. The Pleasant Harbor Marina and Golf Resort would comply with all
applicable wastewater collection, treatnent, and reuse criteria set forth by the proposed special
purpose utility distict, and in pemrit conditions imposed by Jefferson County and the
Washington State Deparrnent of Ecology.
Other Possible Mitigation Measures. Over the course of tbe projeeted l&year development of
Pleasant Harbor Marina and Colf Resort and the extension of fiber optic cabling throughout the
projecq it may be possible that technologies could be implemented to more closely monitor the
infilration of re-use water and stormwater runoffand to better control disnibution of these
resources.
Board of County Commissioners Conditions of ApprovaL The proposed MPR wastewater
collection, heatment reuse/discharge system would comply with the following condition of
approval imposed by the Jefferson County Board of County Commissioners in OrdinanceNo.
0l-0128-08:
*32 With respect to RCW 36.704.350(l) [the Growth Management Act], the Board hereby
enters an affirmative statement that the proposed Master Planned Resort would be a "self-
contained and fully integrated planned unit development . ."
2007 FEIS Mitigattng Conditiow. The proposed MPR wastewater collection, Eearnent,
reuse/discharge system would comply with the following mitigation commitnents made in the
programmatic Final EIS for the Pleasant Harbor Marina and Golf Resort (November 27,2007):
Replace existing septic system for marina with a sewage treament system that will provide
irrigation water to golf course.
Any project approval for the golf course area will require conskuction and operation permits
for a wastewater heatrnent system for the subject project by WDOE and an operational plan

I. Purnose of General Sewer Plan IGSPI
The Pleasant Harbor Marina does not have an up-to-date GSP. This proposed GSP is hing
provided to DOE to request review and approval of planning for new coming se\rrer
infrastnrcture to service the project development for the MPR. With the submittal and the
approval of a GSP, a sewer utility will be of high importance for the development. At this time,
the only sewer astion for an issue is on one LOSS that is owned and operated by the Pleasant
Harbor Marinq has been used and it has serviced well with the Marina's moorage and upland
facilities. The existing operation does also have and has installed several locations for the
moorage to exfact the collected sewagg which is then transfened by pump to the upland septic
tank, then transferred to the septic tank on shore, and then bansferred by purnp crossing to the
existing LOSS located on the west side of the highway.
The Marina utility operator has made significant improvements for the existing LOSS such as
inspecting and making replacements as needed whenever found and needed for the best
conditions ofthe first LOSS. We note here that this GSP intends to prepare design its readiness
for installation of a second LOSS, which can provide a backup facility in arry event that causes
the current system lo need help. Additionally, the second LOSS can provide a backup to the
proposed Wastewater Reclamation Plant IWP.PI should the new WRP develop problems during
commissioning. Readiness on resolving any potential problems during the first two or three
years of usage, should we recognize potential issues.
The entire ultimate sewer system is restricted to only service the MPR areq and is not authorized
to exceed that limiting boundary.

Investigation of options, allows forcomplete and fully operational systems of ffiastructure to be

required by RCW's, Mr. Mann has determined to create a Special Purpose Distict for the
Ownership ofthe Pleasant Harbor General Sewer System and its facilities and responsibilities.
The creation will occur by compliance of the RCW's.
ln accordance by applicable RCW, Mr. Mann is expected to suggest that County Commissioners
will receive a request from Statesman that they create a Sewer District by Jefferson County
Council Resolution.
It is understood by Mr. Marrn that any, some, or all, of the other installed infrastructure will be
privately owned by Mr. Mann until such time that Mr. Mann may determine it fit to transfer such
ownersNp(s) to ttre Special Purpose Sewer District.
It is to be noted at this time, there currently is a LOSS for sewer service of the Harbor & Marina
area Management is presently owned by The Statesman Group. Only certified operators will be
those that have already obtained the pertinent licenses, A new LOSS facility is being evaluated
in an effort to provide an initiat back-up to the system as a whole, but primarily for the RWT
back-up.
It is noted that all capital costs are being fully funded by The Statesman Croup.

distric!" with the existing name or number inserted, as appropriate. As used in this title,

and obligations previously made or incurred by or in favorof any water disnict or sewer
district, and all bonds or other obligations issued or executed by those districts, and all
assessments or levies, and all other things and proceedings done or taken by those districts or by

Formation -Alternative method - New development.
(l) As an alternative means to forming a water-sewer district a county legislative
authority may authorize tbe formation of a water - selryer distict to serve a new development that
at the time of formation does not have any residents, at written request of sixty percent of the
owners of the area to be included in the proposed distict. The county legislative authority shall
reviewthe proposed disfict according to the procedures and criteria in RCW 57.02.8{q.
(2) lbe couoty legislative authority shall appoint the initiai water-sewer commissioners
of the district. The commissioners shall serve until seventy-five percent of the development is
sold and occupied, or until some other time as specified by the county legislative authority when
the distict is approved. Commissionen serving under this section are not entitled to any form of
compensation from the district.
(3) New commissioners shall be elected according to the procedures in chapter 57.17
RCW at the next election held under iRCW 29.1 3.01 0 that follows more than ninety days after
the date seventy-five percent ofthe development is sold and occupied, or afterthe time specified
by the county legislative authority rrvhen the disfict is approved.
(4) A water-sewer district crcated under this section may be bansferred to a city or
county, or dissolved if the disbict is inactive, by order of the county legislative authority at the
written request of sixty percent of the owners of the area included in the disnict.

Please note the entire MPR has no current sewer system, however it does have a single LOSS. It
is used by the Marina and the upland facilities, and more information is provided herein this tV.
The existing LOSS is planned to be demolished as soon as the proposed WRP is known to be
operating properly. The site location shown below is the original LOSS. However, a 2nd LOSS
can be prepared and installed and active in the near future, and it will remain as a backup if
required for on-coming issues with the WRP. There are no other actual septic systems,
excepting one only which is a private B & B Harbor View daily rental house.
