Pleasant Harbor RV Resort Water System of MPR - Water Utility
WATER SYSTEM PLAN PREAMBLE
On or about 2013 May 13, Mr. M. Garth Mann and Consultares reached agreement for
completing this Water System Plan [WSP] engineering for the necessary planning document for
review and approval of the Washington State Department of Health to assure proper facilities
and installations provide the quality of environmental conditions any such water system should
have. If the WSP is approved by DOH, it also has determined that the proposed water system is
considered to be adequate for Conceptual review and approval for the Conceptual Water System
Plan. After proper preparation of a local project report(s) for a professional sequence of
continuing engineering design and submittalto DOH of construction plans and specifications.
The Preface of the 2009 Manual first paragraph "...recognizes that existing local ordinances..,
... often provide(s) more appropriate design criteria." We presume then the DOH also will
recognize that an approval of the Conceptual Layout will be highly efficient and saving
substantial funds and time. These efficient savings will come from avoiding re-designs on the
layout before design details are required to be inserted.
The Executive Summary opens with a description of the comprehensive Water Plan of the RV
Resort by The Statesman Group, Development Owner, Mr. M. Garth Mann. This [WSP]
identifies analyses, pro's and con's, provides key maps for visual understanding, presents the
findings, determines conclusions, provides recommendations of facilities, and presents the WSP
to achieve ultimate build-out. Further, the WSP estimates a potential summary schedule that
begins with this Water System Plan, and ends with domestic water service connections to each
structure planned, which brings the water utility into ultimate operations. However, after the
Project Report(s) in the opening Phase I of the development, will issue three significant reports
which are: Wastewater Reclamation Plant, Well A rehab, Water Storage Reservoir, providing
Maritime Building needs. All three Project Reports [one will be for DOE and two will be for
DOHI, all recognizing reliability will be needed, and facilities back-up will be needed, generally
as follows:

regulations are generally the same or similar, we have for clarity purposes shown both the

Pleasant Harbor RV Resort Water System of MPR - Water Utility
This Document is pre-destined to be submitted to the Washington State Department of Health,
Southwest Region, Tumwater, WA. When the submittal is made to the DOH for this Pleasant
Harbor RV Resort Water System, a well experienced Ms. Corina Hayes, Regional Planner for the
DOH, will be the leader on review of the Pleasant Harbor RV Resort Water System Plan. The
action later may lead to a "merge" with the Pleasant Harbor Marina Water System and the
Pleasant Harbor RV Resort Water System. After a merger a new name should be provided
which encompasses both of the two water systems. It is anticipated that the merger may take 3
to 6 months upon processing.
The Pleasant Harbor Marina is located approximately at the north - south middle on the west
bank of the Hood Canal, slightly south of Brinnon on Black Point which consists of several
hundred acres. The MPR consumes 245 acres portion of land located along the west portion the
Black Point peninsula. This land previously was used as a vacation grounds for camping and
leisure. At present, the camp grounds are vacated and no activity is present. It is now expected
there is no piping that can be rehabilitated to properly serve the long term plan to develop 890
ERU's such as commercial, condominiums, and a high class golf course surrounded by a high
class golf resort development. The Pleasant Harbor Marina Water System is exempted from this
RV Resort Water System Plan.
The first portion of planned development has a water system named Pleasant Harbor RV Resort
Water System. This water system was shut-down in 2008, and its only remaining facility is a
potable well facility. This source still contains the well pump, and with a mobile electrical
supply generator capacity for testing the well. The well was investigated and found to pump a
volume of 65 gpm. This investigation was reported to Mr. Mann, owner.
Several proposed improvements have received an approval of the Pleasant Harbor Marina Water
System, which is to occur this summer and fall of 2014. The Golf Course portion of the MPR
resort and accommodation, is to obtain approval of the Pleasant Harbor RV Resort improvements
as follows:
o Approximately $5,500,000
o Rehab the existing well and install transmission piping from well, to Reservoir,
then to Maritime.
o Obtain electrical source / make connection
o Approximately $1,500,000

Both the WRP and the Maritime Bldg will require 2+ years to complete, and the Reservoir can
be accomplished within one year. The Water Project Reports for the Pleasant Harbor RV Resort
can be prepared, and will consist of the Reservoir and the necessary rehabilitating of the existing
well potable source. With your submittal and DOH approval, both the well and the reservoir can
be achieved during the typicaldesign periods of the Pleasant Harbor RV Resort. However, this
Water System Plan must be approved prior to the Project Reports for each the "reservoir" and for
the "well rehabilitation." Please note the well log of the existing well drilling was 400 feet
depth, and when active, operated and provided all that was asked it was designed to function.
Development is supported by significant numbers of residential condominium units, along with
plenty of day(s) rentals, and all such development is conditioned by the Jefferson County Master
Planned Resort by Ordinance of the Board of Jefferson County Commissioners. The drainage
runoff events are to also be retained per the County Ordinance. It is not permitted for drainage
discharge in any way to get into the Hood Canal. The Wastewater Reclamation Plant will
produce a Class A discharge, however, the produced Class A reclaimed wastewater is to be
delivered to a surface storage release into Kettle B. Kettle B will be storage for drainage storage
run off, fire suppression, irrigation, and Smart Fire activities.
The Jefferson County Ordinance established the limited key amount of ERU's for the potable
water utility, which then imposes a limit on both the water utility and the sewer utility. As a
result, a planned potable Reservoir has been sized for ultimate use, however there are three
phases of construction to reach the ultimate uses. Its early distribution capacity will be less than
100,000 gallons per day as the finish of Phase I . Its Phase I is the ultimate cost of reservoir
construction is estimated at $1,000,0001 of a project cost.
The water system of piping and some booster pump stations, are estimated at $1,250,000, and
will be installed consistent with the schedule of facilities being constructed as needed for
distribution and transmission to service each new structure.
The storage of Class A water as produced by the WRP, and rainfall runoff from the site, will be
gathered and stored use for fire suppression, and this fire suppression utility will be a separate
utility, not ootqble water. None of the potable water system nor of the Class A fire suppression
water storage shall be linked together in any way or fashion.
A final comment regarding the presentation of the Executive Summary herein, this WSP is for
the Pleasant Harbor RV Resort Water System. The "active" Pleasant Harbor Marina Water
System has recently been "re-approved" by DOH, such that expansion there is readily available

what is being presented is an "in-active" water system that has been temporarily shut down since
2008. However, we are seeking replacement of necessary facilities of serious deterioration.
As such, the RV Resort water system, can certainly argue as a proposed rehabilitated water
system, in which case proceeding to submit a WSP, allows for future project reports of high
expenditure, therefore putting the Owner at high risk if the design was to be requested prior to
the resolution of Conceptual vs Project Report vs Construction Design and followed by
construction.
As such, we seek to resolve the conceptual vs "concurrent project reports for design". It is
simple knowledge that by obtaining an "approval of the concept" by DOH, the report and design
cost can avoid high risk. As such, please see that during the next two years, the following is a
reasonable schedule for work scope:

There are various text comments by DOH Manual that allows for the WSP
Conceptual only, and Project Reports are then are prepared for submittal(s) as is
required.
Construction Management can then proceed with typical to install until the Project Report
Approval.

GENERAL SEWER PLAN PREAMBLE

completing this General Sewer Plan engineering for the necessary planning document for review
of the Washington State Department of Ecology to assure proper facilities and installations
provide the quality of environmentalconditions any such sewer system should have.
If the GSP is approved by DOE, it also has determined that the proposed sewer system is
considered to be adequate for design installation after proper preparation of professional
engineering design and submittalto DOE of construction plans and specifications.
The Executive Summary opens with a description of the whole of the Project by The Statesman
Group, Development Owner, Mr. M. Garth Mann. This General Sewer Plan [GSP] identifies
analyses, pro's and con's, provides key maps forvisualunderstanding, presents the findings,
determines conclusions, provides recommendations of facilities, and presents the Total Sewer
Project Cost Estimate to achieve ultimate build-out. Further, the GSP estimates a potential
summary schedule that begins with this General Sewer Plan, and ends with wastewater service
connections to each structure planned which brings the wastewater sewer utility into operations

Executive Summary
This Document is pre-destined to be submitted to the Washington State Department of Ecology,

gallons per day as usage provides. Phase I cost of construction is estimated at $5,800,000, with
an ultimate project cost of approximately S8,200,0001.
The sewer system of collection piping and some pump stations of Phase lis estimated at
$750,000, and will be installed consistent with the schedule of facilities being constructed as
needed for collection and transmission to service each new structure.
The storage of Class A water as produced by the WRP, and rainfall runoff on the site, will be
stored and used for fire suppression in Kettle B, and this fire suppression utility will be a separate
utility. Neither sewage nor fire suppression shall be linked in any fashion.
