Great workl I made the following changes to page 4,3.10 - the Sheriff is appendix J-3, not J-1, and the
School is J-1, not J-3. Also, l'm assuming based upon your review of the Wright Johnson report, and your
comment in the body of the document, that no additional language is necessary for affordable housing
beyond what's contained in the Housing MOU. lf that's true, it's possible we will have to revise the
Housing MOU for clarity, based upon any comments we receive, and my reading of condition
63(9). That said, we now have a final draft of both development agreement and zoning/development
regulations sufficient for appendices in our Draft SEIS as attached.

Thanks for your patience-it's been a $azy week. Attached is the draft zoning ordinance and
development agreement for the Pleasant Harbor MPR. As I mentioned, we are still finalizing other
documents (ie water and sewer plans) which may result in modifications of these documents. That said,
I think we are sufficiently far enough along that it makes sense to get the County's input at this stage.
