The 350 slip Marina at Pleasant Harbor, although within of the Master Planned Resort boundary, is not included in this analysis since it is being re-developed under an existing Binding Site Plan. On November 27,2OO7, a programmatic Final EIS was issued in association with a Comprehensive Plan Amendment to re-designate the subject 256 acres from rural residential to Master Planned Resort. The Jefferson County Board of Commissioners (BoCC) approved the request on January 28, 2008 with Ordinance No. 0L-0128-08, stipulating through conditions that any subsequent project level action would require a Supplemental ElS. An optional scoping process was initiated by the County on October 13,2009 with a Scoping Public Meeting held on October 28,2009, and Scoping Memo issued March 31, 2010. The issues identified through the scoping process are addressed in the DSEIS. These include: earth, air quality- greenhouse gas emissions, plants, energy and natural resources, housing and employment, light and glare, aesthetics, and utilities, and transportation. Foreach environmental issue, an analysis is provided and significant environmental impacts attributable to the Alternatives L & 2 are reported. Where significant impacts are determined to potentially exist, options for possible mitigation are suggested. Written public comment on the DSEIS will be accepted for a 45-day comment period, starting on Wednesday, November 19,2014 and ending at 5:00 p.m. Monday, January 5,2014. Email comments may be sent to: dwiohnson iefferson.wa. us Attached is a copy of the Draft Supplemental Environmental lmpact Statement (DSEIS) for the Pleasant Harbor Master Planned Resort, The proposal is located south of Brinnon, WA on the Black Point Peninsula, on the western shores of the Hood Canal. The DSEIS evaluates potential impacts resulting from the proposed project-level development. The following are alternatives evaluated within the DEIS: An Open House with subsequent Planning Commission meeting has been scheduled to inform the public on the project, DSEIS and accept both written and oral comments on the DSEIS, development agreement and development regulations. lt will be held on Wednesday, December 3,2014, from 2:00 pm to 4pm for the Open House, and 6:30pm to 8:30pm for the Planning Commission meeting in the Brinnon Community Center, 306744 Highway 101, Brinnon, WA 98320 Following the public comment period, the County will prepare and issue a Final Supplemental Environmental lmpact Statement (FSEIS)that will include responses to the comments received during the public comment period and any additional analysis necessary to adequately evaluate the proposal. The Planning Commission will then hold a Public Hearing to take testimony on the FSEIS, Development Agreement and Development Regulations (Title 1.7, Article ll). The Planning Commission will deliberate and make a recommendation to the Board of County Commissioners (BoCC) on the development regulations. The BoCC may either accept the Planning Commission recommendation or hold a public hearing before approving those regulations.
