I will not be willing to sign an MOU between the Fire District and Pleasant Harbor project without the subsidy of a full time employee (quarterly fee) and supplementation of an aerial fire apparatus that can reach the tall structures that will be going in. I cannot support a project if we will not have the staffing or equipment to mitigate emergencies there. While I support the project, we will sustain an overwhelming impact on our Fire Department operations in terms of call volume, real estate to protect, traffic, and structures that we would be unable to fully access, We only staff 1 full time employee each day and my position is currently part-time. We are currently unable to provide adequate safety or response to such a development without assistance. Even with the financial assistance with an aerial truck, our budget wouldn't allow for the annual ladder and hydraulic testing required, in addition to the heavy annual mechanical maintenance we would take on. I realize that the project would increase throughout the four phases, so the impact wouldn't occur all at once, I'm eager to participate in discussions on ways that we may be able to transition the department in a position where we can adequately support this new community. I am looking into alternate location possibilities but will need to find a solution in a reasonable amount of time. If the resort has suggestions on land procurement for a new fire station site, I would appreciate them. I'll look for a response from the BOCC on a possible meeting, and will forward this to my Fire District BOC as well. Respectfully, Pat I FYI on a different topic that is germane to the discussion. Our fire station on the Duckabush that is first response to the project area and marina sustained severe flood damage during our recent weather events. I've closed the station until DCD and the insurance company can further assess. It is likely it will remain closed permanently. The two fire apparatus housed inside are also losses. My crew risked their safety in swift water trying to save the vehicles, but it was not possible. We had to rescue a family nearby who were trapped in their home as it was being pushed off its foundation. Sorry for any misunderstanding 2 I think we can use the existing draft as a template and just re-write it excluding the struck out items and ensure the phasing is correct in the verbiage. Overlooking the requirements for the establishment of an MOU between the resort and fire department, the existing covers all points required and seems appropriate. Once thing to pass on to Garth regarding the Ladder Truck is a concern I have regarding maintenance. It's mentioned that we're responsible for training and maintenance after it arrives. I have experience with aerial trucks and I don't think we can afford to take all of that on. We can handle the mechanical servicing and maintenance of the engine and pump, but the aerial ladder, platform, and hydraulics must be certified every two years to NFPA compliance. This costs at least $2000 to my recollection, but I am looking into service records to confirm the cost. The truck as to be brought in for certification that takes 2-5 weeks every two years. We will need financial help with that aspect - the bi annual certification of the aerial portion of the truck and we'll handle training and vehicle maintenance as mentioned. We are also going to incur more expenses in our apparatus maintenance due to hydro testing, pack testing, air sample testing, batteries for equipment, etc. We should discuss a process for submitting for reimbursement to the fire department in the future for the aerial certification and maintenance portion of the truck. Thank you for keeping the new Fire Station proposal alive. Do you need anything else from me on that? I know you had asked for more data.
