I want to let you know that I just talked to Jennifer Dadisman with GeoEngineers about wetland comments I made last January for the SEIS and this is a synopsis of my discussion with
her.
One of my comments pertained to statements in the reports that said Wetlands C and D and the mitigation wetland may have “enhanced” wetland hydrology, which is a regulated activity in
the JCC. I assumed that these wetland hydrology statements had come from a hydrologic report prepared for the project; however, Jennifer is not aware of a hydrologic report having
been prepared. It is her understanding from speaking with Joel Purdy that the “enhanced” wetland conditions was in reference to stormwater overflow, but this is not made clear in the
SEIS. We discussed that the only way to show that post-development wetland hydrologic conditions either mimic or differ from pre-development conditions would be through a hydrologic
report and this type of report would be needed to assess potential hydrologic impacts (flow rate, flow quantity, overflow conditions and installation of pipes through the wetland buffer,
wetland spanning parcel boundary). (Note: the need for a hydrologic report is not new – I discussed this with Stacie and Al probably 8 years ago and some of my comments from 2009 pertained
to wetland hydrology).
GeoEngineers may not have a copy of the SEIS because she was not sure if the wetland mitigation plan was available for review. Also, she said that the BMPs document was a draft – they
had not prepared a final version – so she was not sure if the draft was being used.
Finally, she said that EA, not GeoEngineers, prepared the SEIS sections and that EA put in the statement about 89 percent vegetation removal having no significant impact so GeoEngineers
will likely have EA provide the response to that statement in the SEIS.
