Five groups, representing hundreds of country residents, asked in late December for an extension of the cornment period, as it covered several major holidays. They provided case law supporting the legality of the request. County planner David Johnson denied the requests. Planner Johnson has now contacted rwo of the groups, offering private meetings (not part of the legal comment process). He states, "Working together we can make this project benefit 1 Questions are emerging about the county's process to evaluate the proposal for the Pleasant Harbor resort: . Have county officials made an agreement with the developer that they will approve the proposal, before the legal process for comment and evaluation is complete? . Why canrt county officials "find" records of correspondence from environmental groups asking for an extension of the SEIS comment period? Are other documents related to this development proposal missing? . Why has the county refused to extend the legal comment period and then offered selected groups private meetings outside the SEIS process and claimed these meetings may make significant change in the resort plans? . Why was the developer able to limit public comment? everyone." He also states that he will be continuing a dialog with the Port Gamble S'Klallam tribe "throughout the approval process." This seems to imply that he is sure there will be an approval of the project and that the no action alternative will not be considered. He has also stated in an email to the Hood Canal Environmental Council, " You might let them know that this is the best opportunity to influence changes and/or mitigation on environmental impacts before the Final SEIS is release. lf we get enough substantive input to make feasible changes, it may warrant modification of the preferred alternative or the development of a third alternative (WAC 197-11-560(1))." ln summary, planner Johnson denied an extension of a legal comment period for all citizens and now wants comments outside the legal process from a few groups. ln contrast, over the last year, planner Johnson has granted multiple extensions to the developer when he did not meet the county schedule deadlines. ln denying the extension, planner Johnson first maintained it was not legal. When he received case law showing that it had been done and was lega!, he then contacted the developer, Garth Mann, and used Mann's objection to support his opposition to the extension. Garth's objection was .why? .This program has been processed through the population for 7 to 8 years . Even the Nay-Sayers are tired of hearing about Pleasant Harbor (Barbara ) County attorney David Alvarez, when planner Johnson contacted him, advised: "Talk to Carl Smith about this and follow 197-11455, a straightfonrvard section. Cafl aSked me the same questions." Why was the developer given the authority to reject citizen requests for more public comment? When asked for correspondence with the five groups who requested the extension, planner Johnson has produced only correspondence with two groups (HCEC and the Brinnon Group). The other three groups were the Sierra Club (planner Johnson replied to them) and the Olympic Environmental Council and the Northwest Watershed lnstitute. Why can't the county find these records of correspondence made within the last 3 months? Car! Smith, DCD director, is on record as supporting the extension.
