Jeff Holland is following up with Wright Johnson in terms of the release of their report The report provided last fall by Diane Coleman related to the direct wages as of the 2015 market place. We asked for the 2015 Brinnon AMI which you state as $42,675, therefore 80% is $34,143 for full time employees. We will guarantee for full-time employees including the amenities for accommodation (that is not more than 30% of the employees income), and their food allowance, will be above the 80% Brinnon AMl, at the time of their stabilized employment. The definition for Stabilized Employment for Full-Time Employees: Each Career Candidate requires multi-task coaching for 3 months of employment. Following an assessment as to their performance and suitability for the career position, the candidate and the employer agree to their recognition as full-time. Part-Time Employment is defined by legislation in Washington State, and is referenced in the Wright Johnson report as statistical employment numbers. The Pleasant Harbor Marina Resort becomes the Pleasant Harbor Marina and Golf Resort & SPA when completed following 4 phases. We will provide staff accommodation for 104 full-time staff members and 36 Suites for Executive personnel. Part-time accommodation will be drawn from younger persons who reside within a 20 mile radius of Pleasant Harbor Resort. o o a ln terms of the Access Easement between the Pleasant Harbor Properties and the Richard's B & B; we are presently equal owners with access rights to the shared private dock that is included in the DNR lease area. The Richards acknowledge this fact of shared access. We have offered to the Richards, at the recommendation of Craig Peck, that we would connect their house to the Water Service and eventually the Waste Water Treatment Plant as a no-cost 1 service to assist with the sale of their property. Since the property and the house is 83% enclosed within the Shoreline Management Plan setback, the value of the property as an inclusion within the Resort does not work for us. Johnson; Garth Mann Cc: Schipanski, Rich Subject: RE: Employee Housing and PT & Seasonal Employment Paul Hospelhorn Hello Garth, Here is an update on the status of the Final SEIS and severaloutstanding issues: o Fiscal comment responses from Wright Johnson have not been received (we understand these should be to us soon); o Finalization of comment responses from GeoEngineers, based on David Johnson's review; o The issue of obtaining an easement across the Richardson property has not been resolved - if it is not resolved, the SEIS may require further analysis from TENW; and, o As it stands now, the proposal does not appear to be in compliance with Condition 63 (gl: "the developer sholl provide offordoble housing (e.9., no more than 30% of household income) for the Brinnon MPR workers roughly proportionol to the number of jobs created thot eorn 80% or less of the Brinnon area AMl. The developer mdy sotisfy this condition through dedication of lond, poyment of in lieu fee, or onsite housing development." As communicated previously, the Wright Johnson Report states that 223 positions (out of 225) would be at or below 80% of the Brinnon AMI (542,679, and 80% of this AMI is estimated at S34,143). Space for 104 employees would be provided through onsite housing, leaving 121 without affordable housing. Yes, I was aware that 52 units of staff housing for 104 employees are included in the proposal. My question was: o How many of the 225 operational jobs would be part time, and how many would be full time? And are seasonaljobs included in the 225 operational employees count? This report is being finished by as we speak by Marianna at Wright Johnson, This relates to Condition 63 (g) which states: "the developer shall provide affordable housing (e.g., no more than 30% of household income) for the Brinnon MPR workers roughly proportional to the number of jobs created that earn 80% or less of the Brinnon area AMl. The developer may satisfy this condition through dedication of land, payment of in lieu fee, or onsite housing development." The key forthe report is to recognize that with an employee based report, salaries are commensurate with the employees learning curve. ln other words, Diane Coleman starts most of the parttime employees at a lesser number that increases following their 3 month trial period. ln some cases, she has those employees who want to excel take educational courses in the hospitality industry which also increases their compensation levels commensurate with their value. When the employee housing facility is constructed, the benefits realized from accommodation and food & beverage entities is a real number that must be considered in the report itself as a paid benefit to the employee. There are 52 units of employee housing proposed, for 104 people in total, which leaves 113 employees earning 80%or less of the AMI without housing. So I am trying to determine how Condition 63(g) will be met.(For Marianna's benefit what is your numbers representing 80% of the Brinnon AMI ?) So far we have 22 new employees working each week at the new Galley and PUB and the Marina. These people have found localaccommodation while we move forward with the SEIS. You would be wise to take an few hours and research what is happening in-situ in order to be more familiar with your present understanding. Those staff that are in the Executive Coaching area will likely have children and therefore we have allocated a number of the VISTAS as accommodation for these people, 3 Thanks Garth Jt/lann Thanks for your assistance. It would be nice to receive direct correspondence so that information is currently communicated Jeff Holland has employed Marianna at Wright Johnson to prepare this report for SEIS As Kristy et al know, we are building accommodation for 104-120 staff members to occupy a specially designed 52 unit /ock-offsuites. We also provide accommodation for our Executive Coaches who occupy family units called VISTAS. At present we have +l-22 new employees and 5 returning employees who reside in the vicinity of PHR. This building is shown on the plan as the AGRI-CENTER where housing is built over the Concrete Base Structure. These suites are similar to what is offered to the Time-Share industry and work well for our staffing needs. Part-time Employee: 22 hours per week or less> Full-Time Employee: Greater< than 22 hours per week Jeff Holland et al have also addressed the Fiscal lssues that were raised through the request for responses. Do you have a breakdown of the total operational employees (cited as 225 in the Wright Johnson report) that would be Part Time v. Full Time, and do you happen to know if seasonal summer employees are included in that operational total?
