The MPR site is currently comprised of many parcels as illustrated on Figure 1 from the ALTA survey of the
Statesman ownership. ln an earlier memorandum (attached) to you I had suggested a Boundary Line
Adjustment (BLA) process that is commonly used to redistribute those parcels to accommodate the proposed
development or to facilitate further future subdivision.
ls the BLA process available to us in the early phase(s) of the development?
Please investigate, consider, and let me know.

approval process (see that attached matrix) that includes the SEIS (that we are still waiting for technical reports to final),
a Development Agreement between you and the County, and Development Regulations. We are hopeful that we can
finish this Phase ll process this fall. The next Phase lll will determine how the resort property will be parsed out with a
specific site plan and develop scheme, using either a Binding Site Plan, like the Marina, or a Subdivision process which
will "lock" the development in place. That process begins with a pre-application conference where you will present a
planforeitheroneofthoseoptions,oranother. OncePhaselll iscompleteandyouhaveafinaledBSPorPlat(Phase
Vl), then you may apply for building permits and start construction of The Maritime Center. Of course, we expect the
SEIS will be appealed and that will delay Phase lll approval until that is resolved. That's about as much as I can tell you
as to when you might get a development permit for Phase l.
Craig is also aware of the process phases and where we are - I encourage you to discuss it with him as well

the 8 year application on this approval process.
o Marianna with Wright-Johnson is completing her report, hopefully this week.. I understand that you have authorized Geo. Eng. to complete their report, (advise if this has
been received)?. Jeff Holland has completed the Fiscal Comments addressed to those pertaining questions.
From our perspective, this will complete the required reports
This project has been assessed from hell to eternity compared to any normal application in North
America.
Therefore, please send to this writer an update on when we should expect approval for a
Development Permit for Phase 1.

Pleasant Harbor Marina and Golf Resort
Proposed Land Subdivision Processes
The area within the MPR boundary consists currently of sixteen (16) parcels including two DNR
lease parcels at the marina - see Figure 1. The area north of Black Point Road has eight
parcels including the DNR lease parcels and a parcel that is divided by Black Point Road,
Parcel E. The area south of Black Point Road has seven parcels along with the shared Parcel
E at the northwest corner.
Realigning lot lines within the areas north and south of Black Point Road through the use of the
Boundary Line AdjustmenURevision (BLfuBLR) process will accomplish the current land
subdivision objectives of the proponent. Division of the property would be accomplished
pursuant to the County's procedures and the Development Agreement. Draft examples of
rearranged parcels are shown on Figures 2 and 3.
Future more extensive divisions of land south of Black Point Road, if required for ownership,
financing, and/or sales, could be completed using Short Platting, Binding Site Plan, or Formal
Platting processes.
