Subject: Pleasant Harbor Final SEIS Budget Adjustment

Dear Dr. Mann
As you know, EA Engineering has been working on the Final SEIS since the comment period
closed on January 5,2014. As indicated in our February 5,2015 scope of work, we had
originally anticipated issuing the Final SEIS sometime late- March. However, that submittal date
was contingent upon receiving draft technical responses from the technical team in early March,
and upon receiving an updated fiscal analysis by the end of February.
Since February, several events have led to delays in finalizing the SEIS. First, as you know we
did not receive the fiscal responses until September. Second, an additional alternative (12-hole
golf course) was added for analysis in the SEIS. The extended schedule and new development
alternative has resulted in additional labor time beyond that assumed in our initial budget
agreement.
Due to the additional scope item detailed above and the extension in schedule due to changes
and other issues beyond the control of EA, we are requesting a budget revision not to exceed
$7,000 for completion of the Final SEIS (see Attachment A for the budget breakdown). This
letter would serve as a budget amendment to our current contract with Jefferson County, and
the original contract terms signed by both parties would still apply.
Based on our current schedule, we assume that the 1"t Preliminary Final SEIS would be submitted
to the County in mid- October. The actual Final SEIS publication date willdepend upon Jefferson
County's review schedule and the extent and nature of their comments on the preliminary
documents, however a tarqet publication has been set for October 30th. Timely execution of this
budget amendment will ensure that we can quickly wrap up and publish the Final SEIS on this
schedule.
To summarize, the previous budget amount was $120,330. With this budget amendment of
$7,000 the total contract would equal $127,330.
