With regard to your questions about Section 4.4,frst paragraph:
The sentence which reads "However, a cumulative impact analysis need only occur when there is some
evidence that the project under review will facilitate future action that will result in additional impacts; a
project's cumulative impacts that are merely speculative need not be considered" is citing Boehm v. City
of Vancouver, 1 1 1 Wn. App. 7l 1,720, 47 P .3d 137 , 142 (2002):
"A cumulative impact analysis need only occur when there is some evidence that the project
under review will facilitate future action that will result in additional impacts."
The case is discussing phasing under WAC 197-ll-060. If you want a cite, I would suggest "WAC 197-
l1-060; seealso Boehmv. CityofVancouver, l1l Wn.App.711,720,47P.3d137,142(2002)."
o The cite at the end of the paragraph should read WAC 197-ll-660(1xd). Sorry for the eror.
