To deal with the staff housing issue, l've revised the MOU to account for the deficiency in on-site affordable/available
housing. Also, I think we need to refer in the SEIS to the 208 staff who could potentially be housed on-site in the Staff
Quarters with the preface, "up to 208 staff members," because the MOU refers to a workforce of 104 = 2 bedrooms per
unit at 52 units.

MEMORANDUM OF I]NDERSTANDING
Housing
THIS AGREEMENT, by and between Pleasant Harbor Marina and Golf Resort LLP (Company)
and Jefferson County is designed to address impacts associated with development ofthe Pleasant
Harbor Marina and Colf Resort (Resort), now under regulatory review by the County, not
addressed by increased revenue from the proposed Resort and subject to supplemental mitigation
to assure concurrency in accordance with the ordinance of approval, Ordinance 0l-0128-08,
paragraph 63(c), which provided a requirement that the SEIS review memoranda of
understanding on appropriate mitigation for the following:

StaffHousine. Police, Public Health, Parks and Recreation and Transit...
And Condition 63(9) which states. "The developer shall commission a stud), ofthe number of +-
iobs expected to be created as a direct or indirect result ofthe MPR that eam 8070 or less ofthe
Brinnon area average median income (AMI). The developer shall provide affordable housing
(e.g.. no more than 307o of household income) for the Brinnon MPR workers roughly
proportional to the number ofjobs created that eam 80o/o or less ofthe Brinnon area AML The
developer mav satisf! this condition throueh dedication of land. payment of in lieu fee. or onsite
housine development.
Housins
Rental housing in the Brinnon area is limited as described in Section 3.5.6 of the Final
Environmental Impact Statement for the Proposed Brinnon Master Planned Resort (FEIS)
(November 27,2007). The Resort will take the following steps to mitigate housing impacts
related to the Resort development:
l. During construction, construction workers will have access to ten*perary-heusing*t-the
existing 60-unit RV facility on site as stated on page 3-65 ofthe FEIS.
2. Affordable staff housing (not more than 30% of income) will be available to accommodate
a Ceveteped-eend.i+ien workforce of 104_(52lwS_bgdISq!B_UU!S). This will be located in
the Maintenance Building/Staff Quarters, a multi-use structure in the golf course/resort
area-eFt$e site{esigne4tcrnininize the impervieus feetprint, To comply with the rough
proportionality under Condition 63(9). those staff who make less than $34.143 (8070 of
the Brinnon AMI) annually and who are not able to reside on-site in the StaffOuarters due
to full occupancy. shall be compensated by the resort developer/operator for the difference
between their off-site rental expense that is over 30o% of their monthly take-home wage.3. Senior management will be housed in the Golf Chalets adjacent to Tenace Building l.4. Booking Staff will be housed in assigned suites, within the proposed Maritime Village at
the intersection of Black Point Road with U.S. Highway l0l, to accommodate late
arrivals. Booking staffwho do not eam more than $34.143 annually shall not oay more
than 3070 of their take-home monthly income for housing.
