The email chain below clarifies that the hydrologic conditions of existing Wetlands C and D should not be altered by the
proposal. Based on this, it appears that the applicant is not proposing to impact either of these two wetlands; therefore,
no additional mitigation is needed at this time.

Hi Jennifer.
There are two water feature ponds east of the Kettle B pond. Water is pumped from Kettle B to the top of the
ridge so it can flow as a series of water falls and stream across the fainvays and through the two ponds to the
east. Water from the most easterly pond is pumped back to the top of the ridge to recirculate through the
water features continuously. Water is not discharged from Kettle B to the east toward Wetland D.
Overflows from the Kettle B pond infiltrate at the perimeter of Kettle B or in the extreme case flow by pipe into
the created wetland in the Kettle to the south of Kettle B.
Runoff from the area that currently drains in the existing condition to Wetland D will be used to continue
wetland hydrology.

We received a comment from Donna Frostholm with Jefferson County and I talked with her about this comment (letter
25). The comment is below:
The wetland mitigation plan states that reclaimed water will be directed to the existing wetlands, which presumably
means Wetlands C and D (an is sometimes referred to in the document as "enhanced" hydrologic patterns). ln the JCC,
alteration of wetland hydrology is a regulated activity. The EIS prepared for the re-zone was clear that these two
wetlands would not be impacted, one of which extends offsite and is in close proximity to a steep slope. The existing
vegetation and wetland functions at these two wetlands are based on the current hydrologic regime. Any modification
to the hydrologic conditions will affect the vegetation and should be considered a wetland impact.
The drawings show an overflow channel extending from Kettle B into Wetland D. When I talked with Donna, she said
that we either need to not have the water drain into Wetland D or we need to provide a hydrology study that will
support a statement that the overflow will not impact the wetland.
How would you like us to respond to this comment? Would you like us to say that the overflow channel will be
relocated and not drain into wetland habitat (drawings would likely need to be updated)? Or would you like us to say a
hydrologic study will be prepared?
