As long time residents ond property owners of Jefferson County wewete drown to the oreo by its pristine quolity of
life ond offordobility.Wehove concerns regording the proposed Pleosont Horbor Resort including; troffic effects,
control of storm waler overflows, ecologicol integrity, locol woter resou?ces, economic impocts on locol businesses ond
infrostructure.
1. Troffic Areatly increoses on 101 during the summer months, including RV's, logging trucks ond vehicles towing boots,
The troff ic study done wos inodeguote, including only intersections. We hove witnessed numerous occidents between
the south county line ond Wolker Mountoin. A proposed development would only odd io this problem (250% populotion
increose in high seoson), with no room for exponsion of the highwoy.
2. T am concerned obout overf low of the greywoter retention ponds in the wet seoson. Greywoter contoins nitrogen
ond phosphorus, which moy be good for growing gross on o golf course, but will do further domoge to the bolonce of
nutrients in Hood Conol thot support shellfish ond solmon should the overflow seep into therechargezone. Tnthe
stormwoter pollution prevention plon. there should be o stipulotion thot in cose of on ovenf low in the event of heavy
roins (which occur often here) thot Stotesmon be heovily f ined. And possibly on outside outhority hove regulor
inspections of the ptoper functioning of f ilters , volves ond f ittings within the greywoter recycling system.
3. Wetlonds in the project areaore clossified os Cotegory II ond therefore provide high levels of some wetlond
functions thot ore diff icult to reploce.The2006 wetlond functions onolysis not only used methods thot ore not up to
dote with current Woshington Stote protocols but did not include o professionol nore plont survey. Wetlonds ore
uncommon in the Puget Sound ond Hood Conol oreo ond the no net loss policy dicfotes thot these wetlond resources
should be mointoined. The current project contoins no plon for mointoining biodiversity of the remoining wetlonds ond
does not provide odeguote mitigotion for the loss of wetlonds ond their ecologicol, biochemicol, hydrologicol ond
hobitot functions.
4. The FSEIS soys there is enough water f or 2 years of development ond of ter thot onother well con be drilled. Thot
con hove odverse effects on existing wells for Block Point residents, hove you token o survey to see how they feel
obout thot? They were not willing to shore their woter rights.
5. ft seems odd thot the 2OO7 droft by Stotesmon stoted thot they would not disploce existing businesses, yet one of
the first things they did this summer wos open o koyok rentol business, displocing the existing ond professionolly run
(for 4years) "Pleosont Horbor Poddle", who rented o slip ot their morino. brought in business to the restouront for
them ond, being run by o morine biologist, brought guolity service to visitors.
6. The ottroction of this porticulor oreo is the simplicity ond noturol beouty offered in the uncluttered roods thqt
leod to mountoin hikes, the horvesting of shellf ish on the beoches ond in the water, the obundonceof wildlife ond the
proximity to Olympic Notionol Pork. There seem to be enough offordoble.vocotion rentols ond compgrounds to
occomodote these people; o resort thesize of Alternotivesl,2 or 3 does not fit in. We fovor o no oction option,
